1)প্রাথমিক শিক্ষকদের A Category স্কেল অনুমোদনের শর্তাবলী:

নিম্নোক্ত শ্রেণির প্রাথমিক বিদ্যালয়ের শিক্ষকগণ প্রশিক্ষণপ্রাপ্ত শিক্ষক হিসেবে গণ্য হবেন এবং তাদের A Category Scale of Pay মঞ্জুর করা যেতে পারে:
> যে শিক্ষকরা NCTE স্বীকৃত প্রতিষ্ঠান থেকে চাকরিতে প্রবেশের আগে / পরে ২ বছরের D.EL.ED. সম্পন্ন করেছেন।
> D.EL. ED. এর যোগ্যতা অর্জনের তারিখ থেকে ইন-সার্ভিস শিক্ষকদের “এ” ক্যাটাগরির বেতন স্কেলের অনুমতি দেওয়া হবে। > প্রাথমিক শিক্ষক হিসাবে প্রবেশের আগে D.EL.ED. যোগ্যতার অধিকারী ব্যক্তিরা
স্কুল শিক্ষক পদে যোগদানের সময় থেকে “এ” ক্যাটাগরির বেতন স্কেলে অনুমোদিত হবেন।
> এক বছর মেয়াদি ডিপ্লোমা ইন প্রাইমারি টিচার ট্রেনিং (D.EL.ED.) কোর্স সম্পন্ন করে ৩১.১২.২০০৫ তারিখের পর নিয়োগ লাভ করেছেন এবং পরবর্তীতে এনসিটিই স্বীকৃত ইনস্টিটিউশনের মাধ্যমে এক বছর মেয়াদি ব্রিজ কোর্স করেন এই শ্রেণির শিক্ষকরা তাদের পদে যোগদানের তারিখ বা যোগ্যতা অর্জনেব তারিখ থেকে যেটি পরে হয় সেদিন থেকে “এ” ক্যাটাগরির বেতন স্কেল পাবেন।
> যে শিক্ষকরা রাজ্য স্বীকৃত প্রতিষ্ঠান থেকে ১ বছর / ২ বছর প্রাথমিক শিক্ষায় ডিপ্লোমা করেছেন এবং ৩১.১২.২০০৫ বা তার আগে শিক্ষক হিসাবে নিযুক্ত হয়েছেন তারা “প্রশিক্ষিত শিক্ষক” হিসাবে বিবেচিত হবেন।
> যে শিক্ষকরা RCI স্বীকৃত প্রতিষ্ঠান থেকে ডিগ্রি/ডিপ্লোমা অর্থাৎ D.ED (Special Education) বা B.Ed (Special Education) অর্জন করেছেন এবং পরবর্তীকালে NCTE স্বীকৃত প্রতিষ্ঠান থেকে প্রাথমিক শিক্ষায় ৬ মাসের কোর্স করেছেন। তারা “প্রশিক্ষিত শিক্ষক” হিসাবে বিবেচিত হবেন।
> যে শিক্ষকরা বিএড ডিগ্রিধারী এবং ০১.০১.২০১২ এর আগে নিয়োগ পেয়েছেন এবং পরবর্তীকালে প্রাথমিক শিক্ষায় এনসিটিই স্বীকৃত প্রতিষ্ঠান থেকে ৬ মাসের কোর্স সম্পন্ন করেছেন, তারা “প্রশিক্ষিত শিক্ষক” হিসাবে বিবেচিত হবেন।

Subject: Grant of ‘A’ category scale of Pay to the Primary School Teachers
Sir,
In inviting a reference to your letter vide No 1926/ES dt. 09.01.2013 and without prejudice to earlier orders of this Department in this regard I am directed to say that in terms of order of the National Council for Teacher Education vide No 62-5/2008/NCTE/N&S (Pt)/A53953 dt. 04.07.2012 and subsequen clarifications issued by this Deptt. vide No. 389(38)-SE(EE)/PTTI-7/2011 d 13.08.2012 and 801(38)-(ESEE)/PTTI-7/2011 dt. 02.11.2012 the following categories of Primary School Teachers shall be treated as trained teachers and they may be allowed ‘A’ category scale of pay:
i) Teachers who have completed 2 years Diploma in Elementary Education (D. El. Ed) from NCTE recognised institutions before/after their entry in service
Provided in-service teachers will be allowed ‘A’ category scale of pay from the date of attainment of such qualification of D.El.Ed. However persons already possessing D.El.Ed qualification before their entry as a Pry. School Teacher, may be allowed ‘A’ category scale of pay at the time of their joining the post.
ii) Teachers completed one year Diploma in Primary Teacher Training Cours and appointed after 31.12.2005 and subsequently covered one year Bridge Cours through NCTE recognised Institution:
Provided such category of teachers may be allowed ‘A’ category scale of pay from the date of their joining the post or the date of attainment of the qualification whichever is later.
iii) Teachers who have attained 1 yr./2 yrs. Diploma in Elementary Education from State recognised institutions and appointed as teacher on or befor 31.12.2005 shall be treated as òtrained teacher:
iv) Teachers who have attained degree/diploma viz. D.Ed (Special Education) or B.Ed. (Special Education) from RCI recognised institution and subsequently covered a 6 monthsó course in elementary education from NCTE recognised institution.
v) Teachers who possessed B. Ed degree and appointed before 01.01.2012 and subsequently completed 6 months’ course from NCTE recognised institution in elementary education.
vi) Teachers appointed prior to 01.07.1996 and also obtained B.ED/ B.T./PGBT degree/ diploma prior to 01.07.1996 may be allowed ‘A’ category scale of pay.
The above guidelines may be followed in disposal of matters related to granting of ‘A’ category scale of pay to Primary School Teachers.
v) Teachers who possessed B. Ed degree and appointed before 01.01.2012 and subsequently completed 6 months’ course from NCTE recognised institution in elementary education.
vi) Teachers appointed prior to 01.07.1996 and also obtained B.ED/ B.T./PGBT degree/ diploma prior to 01.07.1996 may be allowed ‘A’ category scale of pay.
The above guidelines may be followed in disposal of matters related to granting of ‘A’ category scale of pay to Primary School Teachers.

It be mentioned here, the respondent teachers are continued for getting ‘A’ Category Scale of Pay by virtue of the Hon’ble Division Bench interim order dated 11/02/2021.
You are requested to submit the Xerox copy of the service book along with testimonials and status (In-service Assistant/Head Teacher / Retired Teacher of all the concerned teacher in their respective circles to check & revised the Scale of Pay, if necessary, within 15 days positively.
The matter is very urgent.

Sub: Eligibility for enjoying the higher scale of pay on passing the Junior Senior and Post-Graduate Basic Training Examination.
In continuation of this office circular No. 4162/1 (3.5) Sc/P II dated 13.7.67-the undersigned has to state the following:
(a) That in respect of teacher-in-service, the benefit of a ‘trained teachers pay may be allowed after the publication of results. Such benefit will be given effect from the date of joining the respective posts on completion of the Junior or Senior or Post-Graduate Basic Training Examination as a regular or casual trainee.
(b) In respect of an outsider (fresher), the trained teacherőó salary will be allowed from the date of publication of result, if employed earlier.

Sub: Proposal for sanctioning ‘A’ Category scale of pay to ‘B’ category teachers of length of service.
Ref: His U. O. No. 6433-Sc/P-dated 13.10.72.
The undersigned is directed to say that a proposal for sanctioning ‘A’ category scale of pay to the ‘B’ category teachers on the basis of length of service has been under consideration of Government for sometime past. After careful consideration, the Governor is pleased to direct that the existing approved whole-time entrained Marticulate /School Final pass teachers of recognised and aided Primary Schools (including Junior Basic Schools). Primary Schools under the District School Boards or various other managements, who have completed-on or before 1st April, 1972, 10 years-continuous service as whole-time teachers in recognised primary or secondary schools, be allowed the pay scale of trained matriculate teachers of Primary Schools with effect from the 1st April, 1972.
