  All DDOs under PWD should note that the fund, specifically allotted under the non salaried heads, shall be withdrawn unconditionally, unless utilized within two (02) months from the date of the allotment of fund.

  Exemption of Licence fees and Performance Guarantee for laying of water pipe line along and across the roads belonging to PWD for the departments of Government of West Bengal and Urban Local Body of the Government of West Bengal.

  Guidelines regarding electrical cable layout plan through reinforced concrete members during construction of new buildings for the provision of concealed wiring.

  Authority/ Engineer in Charge of the works are also advised to check the quality of the HSD bars undergone through heat treatment (Quenching and self-tempering) by doing the “Ring test” with Nital (5% nitric acid in alcohol).

• Grant of Children Education Allowance to Divisional Accountant Cadre

  Governor is pleased to allow the members of Divisional Accountant Cadre viz Senior Divisional Accounts Officer, Divisional Accounts Officer Grade-I, Divisional Accounts Officer Grade-ll and Divisional Accountant, the benefit of Children Education Allowance.

• Demarcation of Works among PWD Electrical and PWD IT Wing

  Category wise distribution of works involving electrical and electronic devices and IT & Telecom equipments amongst the Executing Authorities of PWD.

• Disposal of Scrap/ Condemned/ Obsolete Items through e-Auction portal of MSTC Limited

  Governor has been pleased to accord approval for disposal of scrap/ condemned/ obsolete items through e-auction portal of MSTC Limited for which upto 3% of the H1 (sale value) may be allowed to MSTC Limited as service charges.

• Directorial Committee of Public Works Directorate

  The committee shall act as ‘Directorial Committee’ of Public Works Directorate; The cases relating to preparation and finalization of Gradation List of Group – ‘B’, ‘C’ and ‘D’ employees;

• Direct Engagement of Contractual Computer Operators under Govt.

  The Department of Personnel & Administrative Reforms (e-Governance Cell) has accorded approval in respect of direct engagement under Government and extending service benefits to the above mentioned Computer Operators engaged contractually in different offices under Public Works Department.

• Guidelines/ SoP for taking up IT works of Govt Department by PWD

  The format contains component wise requirement of IT equipment and services which are to be finalized during project preparation stage in order to prepare a realistic DPR for timely completion and to avoid changes during execution.

  It is being observed that new projects are getting delayed due to non-availability of Electricity and other service connections from the respective Service providers to the newly constructed Buildings.

  Guideline towards consideration of promotion & the benefit of higher scale in respect of engineer officers of Civil, Electrical & Mechanical wings & the officers in West Bengal General Service in the Architect wing under PWD.

  An Act to provide for regulation and control the activities of persons dealing with public works under the Government of West Bengal in the Public Works Department and for matters connected therewith or incidental thereto;

• Acceptance of Tender (2 Bidders) for Installation of Lifts

  Governor has been pleased to accord approval towards acceptance of tender based on at least 2 qualified bidders for installation of lifts falling under Category-I only.

• Use of Still & Video Photography before & after Completion of Projects

  Governor has been pleased to make it mandatory to use still & video photography for all projects of PWD, PW(Roads), PWD(Electrical), PWD(Social Sector) before the start of the project and also after completion of the project to understand the details of the work, comparing the past and present scenario

• Precautions to Prevent Breeding of Mosquito Larva

  Construction sites have to be specially monitored so that mosquito larvae does not breed in the site. Debris should be removed regularly. No water should be allowed to remain stagnant at the site.

• Immediate Repair of Damages/ Distress of Roads

  If it is found that roads are damaged and no action has been taken for repair, necessary disciplinary action may be taken against the errant officers.

  To prevent unnecessary blocking of earnest money of the unsuccessful bidders, the bid evaluation committee shall carry out the financial evaluation of the tender just after financial bid opening (selection of L1 bidder) and all the unsuccessful bids shall be “REJECTED”.

• Financial Power for Sanctioning any Extra Item, Deviation in Quantity

  Maximum financial powers for sanctioning any extra item or items, substituted item or items, and deviation in quantity or quantities at a time or one or two of it.

• AA&FS must be endorsed with Allotment Orders

  Reference of the G.O. under which the “Administrative Approval and Financial Sanction” was issued, should invariably be given in the “Sanction-cum-Allotment” order.

• Duration of Defect Liability Period in Govt. Works

  Defect Liability Period may be three months or one year or three years or five years depending upon the nature of the work as described in the explanation appended hereto.

• Sanction of In-lieu Item and Excess Quantity

  Deviation in quantities of individual item up to +10% of agreement quantities will not need any prior approval of technical sanction authority and sanction of deviations is not required.

  A permanent recruitment committee is being set up to conduct the examination process for appointment to Group-C posts under die-in harness category in Public Works Department.

• Rule 220 of PWD Code regarding Post-Tender Negotiation

  There should normally be no post tender negotiations. If at all negotiations are warranted under exceptional circumstances, then it can be with L1, (Lowest tenderer) only.

• Installation of Mobile Tower on Government Buildings

  Installation of Mobile Tower on top of various Government buildings to improve Mobile Connectivity and provision of IBS for boosting the network coverage inside the buildings.

• Income Tax Treatment on Interest on House Building Advance

  Interest on borrowed capital for House Building Advance would be on the basis of accrual of interest which would start running from the date of drawal of the advance.

• Duration of Defect Liability Period in Road Works

  For repair and maintenance nature of bituminous road work or combination thereof the Defect Liability period should be considered as one year.

• Exemption of Vetting Fees for Development Authorities

  Urban Development Department had requested PWD for waiving of vetting fee for checking of Plans, Estimates, tender papers, etc. as they are fully funded by State Government.

  Various Government departments are coming up with proposal for waiving of vetting fee for checking of plans, estimates, tender papers etc. framed by agencies other than PWD.

  At the time of check in, applicant is required to produce an identity proof for subsequent entry of the same in the Register maintained by the Care taker.

  Formats of Certificates to be issued after completion of original works by different level Engineer Officers of Public Works Department before release of payments.

  SAE is required to submit bills to the Sub-Divisional Office within 7 days after claim of the bills by the Contractor. AE should submit the same to Divisional Office within 15 days. EE should submit to concerned Treasury or PAO within fortnight.

• Prior Permission is mandated for Visit of State Headquarters

  Field officers are visiting Kolkata on very small issues and without prior written approval of the controlling officer. Due to such frequent absence of officers from the field, the quality and timely execution of work suffers.

  Care shall be taken to see that splitting up does not technically damage the structural soundness of the work as a whole and where such possibility exists, the work shall not be split up into smaller parts.

• Posts and Staff Strengths of Zonal Chief Engineers, P.W.Dte

  Governor is pleased to notify the posts and staff strength under the new establishment of office of the Zonal Chief Engineers after restructuring of Public Works Department, Govt. of West Bengal.

• New Designation and Office of DDOs in PWD Electrical and Mechanical

  Governor is pleased to accept the change of designation and office of the DDOs from the existing name to the new names mentioned below. Departmental authorities will obtain DDO codes from the Directorate of Treasuries and Accounts Government of West Bengal.

• Rules regarding the Auction Sale of Government Properties

  Executive Engineer concerned shall arrange for the sale of Government properties by public auction for and on behalf of the Governor. Under no circumstances shall any Government property be disposed of by private arrangement.

• Muster Roll (West Bengal Form No. 4794)

  The nominal muster roll (Bengal Form No. 4794) is the initial record of the labour employed each day on a work, and must be written up daily by the subordinate deputed for the purpose.

• General Rules of Office Procedure – PWD Code

  No officer should correspond direct with an authority superior to the officer under whom he is immediately serving, or with the State Government or the Government of India.

• Restructuring of Public Works Department

  To improve the functional efficiency, total working jurisdiction of Public Works Department over the state will be split in three zones namely North Zone, West Zone and South Zone headed by Chief Engineers.

• Reorganizing Electrical and Mechanical Circles under PWD

  Implement the concept of three zones namely North Zone, West Zone and South Zone under Public Works Department for better supervision and monitoring of the projects spreading all over the different districts of the state.

• Shifting of DDO to New Treasury due to Re-Organization in PWD

  Governor is pleased to accept the shifting of DDO ship of the following DDOs mentioned below at Col.1 from the treasury mentioned at col.3 to the Treasury mentioned at col. 4 & 5 respectively under TR 4.086 of WBTR, 2005.

• Security Deposit and Earnest Money: Amendment in PWD Code

  A security deposit of 12.5 lakhs was necessary for exemption of earnest money deposit while participating in tender. Such provision from Public Works Code is deleted.

• Reconstitution of Tender Committee of Public Works Department

  In view of introduction of Integrated Finance Branch in Public Works Department a need was felt to reconstitute the existing Tender Committee for different wings of this department.

• Jurisdiction of Sub-Divisions under various NH Divisions of PW (R) Dte.

  The different circles under NH Wing of PW (R) Dte. have been reorganized vide Notification No. 236 dt. 27.12.2013. Now, the Governor is pleased to change the jurisdiction of Sub-Divisions under various NH Divisions of NH Wing of PW (R) Dte.

• Reallocation of duties of NH Divisions under NH Wing of P.W. (Roads) Dte.

  In partial modification of Notification No. 236 dated 27.12.2013, the Governor is pleased in the interest of public service to make certain modifications in reallocation of duties of NH Divisions under NH Wing of P.W. (Roads) Dte.

• Reorganization of Circles under PW Dte., PW (R) Dte. and PW (CB) Dte.

  Reorganization of different Circles under PW Dte., PW (R) Dte. and PW (CB) Dte. specially with the object to implement the concept of three zones namely North Zone, West Zone and South Zone for better supervision and monitoring of the projects.

• Engagement of Assistant Engineer, PWD on Contractual Basis

  Engage 03 Assistant Engineers on contractual basis for a period of 06 months from the date of their engagement for maintenance and upkeep of the Nabanna and Writers’ Buildings.

• Administrative Approval and Technical Sanction of Govt. Works

  There are four main stages in the project for a work, namely, administrative approval, expenditure sanction, technical sanction, and appropriation or re-appropriation of funds.

• Measurement Book (West Bengal Form No. 2900)

  The Measurement Book must be looked upon as the most important record, since it is the basis of all accounts of quantities, whether of work done by daily labour or by the piece work system or by contract, or of materials received, which have to be counted or measured.

• Engagement of Sub-Assistant Engineers on Contractual Basis

  Governor is pleased, in the interest public service, to engage Sub-Assistant Engineers on contractual basis through placement agency of WBHDCL in different divisions of PWD at a consolidate remuneration of Rs. 15000/- only.

• Dissolve of PWD Construction Board Branch

  The works, so far, looked after by the PWD (C.B. Branch) shall henceforth be looked after by the respective Branches of the P.W. Department.

• Prior Permission before Purchase/ Sell of Movable/ Immovable Property

  It appears that a good number of officers and staff under the department purchase/sell immovable/movable property without taking prior permission of the Government, which is obligatory under rule 5(2) of West Bengal Services (Duties, Rights and Obligation of the Govt. Employee) Rules 1980.

• Transfer Policy of Personal Assistant working under P.W.D.

  With a view to improve efficiency of the Scheduled-‘B’ (English) Personal Assistant working under P.W. Dte., the Governor is pleased, in the interest of public service, to introduce a new transfer policy with immediate effect.

• Re-organization of Caretaking Establishments of Govt. Buildings

  Re-organize the Caretaking Estts. of Writers’ Buildings, New Sectt. Buildings, Bhavani Bhavan, Khadya Bhavan and CSTC Buildings for Caretaking as well as Maintenance & Construction.

• Appointment of Consultant for preparation of Detailed Project Report

  Governor is pleased to empanel the following three Government Technical Institutes of National repute for preparation of DPR. (i) IIT, Kharagpur (ii) Jadavpur University (iii) Bengal Engineering and Science University, Shibpur.

• Restructuring of PWD Civil Circles, Divisions

  To reorganize and restructure the 02 (two) circles under Public Works Department namely, State Highway Circle-IV and National Highway Circle-III with their administrative jurisdiction under (Roads) Dte.

• Restructuring of PWD Electrical Circles, Divisions

  Restructuring of three circles under PW Electrical wing namely, PW (El) Circle-I, PW (El) Circle-IV and PW (El) Resource Circle with their administrative jurisdiction under PW Dte.

• Annual Performance Report (APR)

  Annual Performance Report in new format for evaluation of performance and efficiency of the engineer officers borne in the cadre of West Bengal Senior Service of Engineers, Service of Engineers, Subordinate Engineering Services and Service (in Architect Wing) under P.W.D.

• Public Works Department Code – an Amendment

  If upon calling for competitive tenders, the number of tenders received is less than three, the tenders shall be invited afresh. Such Re-Tender notice shall be published in widely circulated dailies for conventional NIT and also through e-Tender portal.

• Method of Appearing Recruitment Examination conducted by PSC

  Issuance of N.O.C. in favour of incumbents applying through proper channel/ intimation from the applicants to the employer for appearing in the recruitment Examination of P.S.C., West Bengal or other organisation for the post of Assistant Engineer or else.

  A status report on submission of ‘Declaration of Assets’ statement for the last three years may please be sent to the Vigilance Commission within a month.

  If the contractor considers any work demanded of him to be outside the requirements of the contract, or disputes any drawings, record or decision given in writing by the Engineer-in-Charge.

• Creation of Posts for the System of Financial Advisers

  Financial Adviser (to be filled up by an officer in the rank of Special Secretary or Joint Secretary) has been introduced in the following six departments.

• Special Pay of Head Estimator under rule 5 of WBSR – I

  The special pay for Head Estimators under the rule 5(33)(b) of WBSR Pt. I, shall be revised to Rs. 120/- p.m. w.e.f. 01.01.86 in relaxation of provisions under WBS(ROPA) Rules, 90.

• Transfer and Posting Policy of Sub-Assistant Engineers

  Orders of Routine transfer shall normally be issued at the end of November or early part of December so that joining a new place of posting is completed by 10th January of the next year.

• Transfer Policy of Assistant, Executive, Superintending Engineers

  An Officer having 5 years or more at the same Head Quarters will be liable to transfer to another Zone but after completion of 3 years at the present places of posting.

• Transfer Policy of Sub-Assistant Engineers

  Transfer Orders of S.A.E.s posted in the Public Works/ Public Works (Roads)/ Housing Directorate are to be made by the CE or Additional Chief Engineer.

• Broad Band connection or Data Card for all SEs and EEs

  Governor is pleased to allow Broad Band connection for all the Superintending and Executive Engineers with the existing telephone line or a data card for official use, the maximum charge for which should not exceed Rs. 750/- only per month.

• Redesignation of Technical Posts (Duties & Responsibilities)

  Governor is pleased to change/ revise of Pay Scales of certain technical posts meant for the maintenance and repairing works and also to redesignate the existing posts.

• Functions of the Tender Committee – Public Works Rules 1987

  Tender Committee was required to evaluate the tender in respect of work estimated to cost more than Rs. 50 lac (enhanced limit) on the cost of which may exceed the estimated amount by 3%.

• Eligibility for Promotion of Sub-Assistant Engineers in PWD

  Sub-Assistant Engineer (Elect.) in order to be eligible for promotion, must, interalia, pass a written examination in Departmental Rules and Accounts procedure which will be conducted by the P.S.C., West Bengal.
