The counting of votes for the Bihar assembly elections will begin at 8 am tomorrow. The votes will be counted at 46 counting centres in 38 districts of Bihar. The polling for the 243 assembly seats was held in two phases on November 6 and 11. In this election, Bihar recorded the highest voter turnout since 1951 at 67.13 per cent. The Electronic Voting Machines (EVMs), where the fate of the voters of 2,616 candidates is sealed, are kept in a strong room under tight security. Speaking to Akashvani News, Bihar Chief Electoral Officer Vinod Singh Gunjial said that extensive security arrangements have been made at all the counting centres.

 

Our correspondent said that over 4,300 counting tables have been set up, each table will have a counting supervisor, counting assistant and micro-observer. Over 18,000 counting agents appointed by the candidates will also supervise the counting process. A report:

 

The counting of votes will be done in the presence of 243 counting observers and candidates or their agents. As per the Election Commission’s instructions, the counting of postal ballots will begin first and the counting of EVMs will begin at 8.30 am. The counting of postal ballots has to be completed before the last round of EVM counting. The counting of postal ballots is done by the Returning Officer or Assistant Returning Officer in the presence of the candidates or their counting agents. The number of votes recorded in the EVMs is cross-verified by making entries in Form 17C. In case of any discrepancy, the VVPAT slips from that polling station will have to be mandatorily counted. After the EVM counting is completed, a random selection of five polling stations from each constituency is made for VVPAT verification. The Association of Indian Universities has suspended the membership of Al-Falah University, citing its poor standing. In a letter to the university today, the association said that according to media reports, Al-Falah University appears to be in poor standing. The decision has been taken at a time when the university is under investigation in the wake of the Delhi blasts probe.

Earlier, the National Assessment and Accreditation Council had issued a show cause notice to Faridabad’s Al-Falah University for displaying false accreditation on its website. The notice stated that Al-Falah University is not accredited or volunteer for Cycle-One for Assessment and Accreditation. It said that the university had publicly disclosed on its website that it was an effort of Al-Falah Charitable Trust, which is running three colleges on the campus. The council said that this information was completely wrong and misleading the public, especially parents, students and stakeholders.

Commerce and Industry Minister Piyush Goyal held a bilateral meeting with his Nepalese counterpart Anil Kumar Sinha in New Delhi today. The Ministry of Defence has signed a contract with Bharat Dynamics Limited for the purchase of INVAR anti-tank missiles worth over Rs 2,950 crore, aimed at enhancing the lethality of the T-90 tank. The ministry said that the purchase highlights the government’s efforts to meet the operational requirements of the Indian Army by leveraging the existing capabilities of defence public sector undertakings. The agreement is also aimed at developing specialized technologies by indigenous industries to achieve self-reliance in the defence sector. The agreement was signed today in New Delhi by senior officials of the Ministry of Defence and representatives of BDL under the ‘Buy (Indian)’ category in the presence of Defence Secretary Rajesh Kumar Singh.

The Calcutta High Court today disqualified senior political leader Mukul Roy from the post of member of the West Bengal Legislative Assembly. While delivering the verdict, a division bench of Justice Debangshu Basak and Justice Md. Shabbar Rashidi said that the decision given by the Speaker is distorted and cannot be upheld.

Mukul Roy was elected to the West Bengal Legislative Assembly in the 2021 elections. Later, he joined the Trinamool Congress, although he did not resign from his post as an MLA. He was also appointed as the Chairman of the Public Accounts Committee. BJP leader Ambika Roy filed a petition in the Calcutta High Court in 2021 to disqualify Mukul Roy from the Legislative Assembly under the Anti-Defection Act.

The National Biodiversity Authority has provided over Rs 39 lakh to the Odisha Forest Department for the conservation and protection of Red Sandalwood. The Ministry of Environment, Forest and Climate Change said that the fund has been created from the benefits of using Red Sandalwood timber obtained from the Parlakhemundi Forest Department in Odisha.
