Admission procedure 2022 for Pre-primary and Elementary classes
New admission procedure 2022 of children in elementary classes (Elementary education) including Pre-primary classes (Pre-primary education) shall be provide to the free of cost in all Government schools including Model schools and Integrated Schools for the academic session 2022, download the Admission Form (Pdf) in Bengali or English language for New Admission 2022.

2022 সালের Academic Session এর জন্য SSKs/MSKs সহ সকল প্রকার Government/Government Sponsored/ Aided Primary School /Upper Primary School /High School/Higher Secondary (HS) School বিদ্যালয়ে Pre-Primary Class সহ Elementary Classes-এ শিশুদের Admission-এর জন্য নিম্নলিখিত Methodology–টি অনুসরণ করা হবে।
(i) RTE Act, 2009-এর নিয়ম অনুসারে, কোন শিশু বা তার বাবা-মা বা অভিভাবককের কোনও প্রকারের Screening procedure করা হবে না, 6-বছর থেকে 14-বছর (6-18 Years for Children with special needs) বয়সী সমস্ত শিশুকে প্রতিবেশী কাছাকাছি স্কুলে তাদের বয়সের উপযুক্ত class-এ ভর্তি করা হবে, এবং Pre-Primary শিক্ষা সহ Elementary শিক্ষা বিনামূল্যে প্রদান করা হবে।
(ii) সিদ্ধান্ত নেওয়া হয়েছে যে, Pre-Primary class সহ Elementary Classes-তে Admission এর জন্য অধিক সংখ্যক শিশুকে Admission করা হবে। যদি কোনও Class-তে Admission–এর প্রার্থী সংখ্যা Admission –এর জন্য উপলব্ধ আসনের সংখ্যার চেয়ে বেশি হয়, সেক্ষেত্রেও কোন সমস্য হবে না।
Mode of conducting draw of lots shall be as follows
(A) সর্বপ্রথমে সকল আবেদনকারীদের মধ্যে থেকে Unreserved প্রার্থীদের বাছাইয়ের জন্য একটি General Draw করতে হবে, যাতে বিভাগ নির্বিশেষে (যেমন SC/ST/OBC-A/OBC-B ইত্যাদি) অধিক সংখ্যক প্রার্থীকে Admission করানো যায় ।
(B) এরপরে সংরক্ষিত আসনগুলি পূরণের জন্য Left over Application-গুলি থেকে ড্র-সিরিজের মাধ্যমে ধারাবাহিকভাবে প্রচুর সংখ্যক Category-wise প্রার্থী ভর্তির ব্যবস্থা করতে হবে।
Category-wise percentages of reservation to be followed
Scheduled Caste (SC)-22%, Scheduled Tribe (ST)-6%, OBC-A-10%, OBC-B-7% এবং Children Special Need -3%.
এখানে এই প্রসঙ্গে উল্লেখ করা যেতে পারে যে, SC জন্য সংরক্ষিত আসনগুলি SC প্রার্থীদের দ্বারা পূরণ না হলে তারা ST প্রার্থী এবং তদ্বিপরীত দ্বারা পূরণ করতে পারে।তবে পূর্বোক্ত Exercise শেষ হওয়ার পরে যদি SC/ST Candidate-দের আসন ফাঁকা থাকে তবে সেই সকল আসন Unreserved শিশুদের দ্বারা পূরণ করা হবে। একই ভাবে, OBC-A এবং OBC-B প্রার্থীদের দ্বারা OBC-A এবং OBC-B আসনগুলি পূর্ণ হওয়ার পর বাকি আসনগুলিতে Unreserved প্রার্থীর দ্বারা ভর্তি করা যেতে পারে। Norms অনুযায়ী, এ জাতীয় Unreserved আসনগুলি প্রার্থী দ্বারা পূরণ করা হবে। এর জন্য উপরের (ii) (A) অনুসারে প্রচুর সংখ্যক প্রার্থীকে Waiting List রাখার জন্য প্রথমে Draw রাখা যেতে পারে।
(iii) Pre-Primary Class-তে Admission হতে ইচ্ছুক শিশুদের/বাচ্চাদের বয়স হতে হবে 01.01.2022 অনুসারে 5-বছর বা তার বেশি কিন্তু 6-বছরের নীচে। 6 থেকে 14-বছর বয়সের সমস্ত শিশুকে তাদের বয়সের উপযুক্ত Class এ Admitted করতে হবে।
যে শিশুরা কোন বিদ্যালয়ের নিদিষ্ট উপাদানগত সময়ের প্রচলিত নিয়মের কম বয়সে যে কোনও Class সম্পন্ন করেছে, Prevalent rule অনুসারে সেই শিশুদের পরবর্তী Class তে যাওয়ার অনুমতি দেওয়া যেতে পারে।

Admission প্রক্রিয়াটির মাধ্যমে কোনও শিক্ষার্থীকে তার পড়াশোনা থেকে Drop Out করতে বাধ্য করা উচিত নয়।তদুপরি, বিদ্যালয়ের বাইরে শিশুদের Elementary শিক্ষার সার্বজনীনকরণের জন্য ভর্তি করতে হবে।
Special need শিশুদের এমনভাবে Admission করা হবে যাতে তারা 18 বছর বয়সের মধ্যে Elementary শিক্ষা শেষ করতে পারে।
কম বয়স্ক শিশুদের Admission এর জন্য বয়স গণনার (Calculation) সময় কোন কোন ক্ষেত্রে যোগ্যতার (Merit) উপর নির্ভর করে বিদ্যলয়ের প্রধান 4 (four) মাসের অবকাশ ( Relaxation) দিতে পারেন।
জেলা শিক্ষা অফিসার, SSM, স্কুলগুলিতে বিদ্যালয়ের বাইরে থাকা শিশুদের Admission এর সুবিধার্থ করবে এবং সমস্ত বিদ্যালয়কে Co-Operate করা উচিত।যে কোনও স্কুলের ভর্তির আসন সংখ্যা বৃদ্ধি করতে ইচ্ছুক হলে, সেই সংশ্লিষ্ট জেলা বিদ্যলয় পরিদর্শক (Primary/Secondary) Commissioner of School Education কাছে প্রস্তাব (Proposal) পাঠাতে পারেন।
(iv) একটি Primary School এবং Upper-Primary / High /Higher Secondary (HS) school একই বিল্ডিং প্রাঙ্গনে চললে, Primary School এর শ্রেণী-IV/V ছাত্র-ছাত্রীদের স্বয়ংক্রিয়ভাবে Upper-Primary School/ High School/Higher Secondary (HS) school এর শ্রেণী-V/VI-এ ভর্তি করা হবে সেক্ষেত্রে ঐ শিশুদের ভর্তির জন্য কোন ড্র (Draw) করা প্রয়োজন নেই। এই ধরনের সমস্ত আগ্রহী প্রার্থীদের শ্রেণী-V/VI-এ ভর্তির পর বাকি আসনগুলিতে ড্র-প্রক্রিয়ার মাধ্যমে পূরণ করা হবে।
(v)যাইহোক, যদি কোনও পিতামাতা/ অভিভাবক তার সন্তান/শিশুকে ড্র-প্রক্রিয়ার মাধ্যমে কোন স্কুলে Admission করাতে ব্যর্থ হন, তবে তিনি District Inspector of Schools (PE)/ District Inspector of Schools (SE) এর কাছে আবেদন করতে পারেন আশেপাশের কোন স্কুলে তার সন্তান/শিশুকে Admission জন্য। এক্ষেত্রে School District Inspector of Schools (PE)/District Inspector of Schools (SE) সংশ্লিষ্ট সাব-ইন্সপেক্টর অফ স্কুল (SI/s) এর মাধ্যমে পাড়ার কাছাকাছি কোন স্কুলে এই ধরনের শিশুদের ভর্তির ব্যবস্থা করবেন।
(vi) Sub-Inspector of Schools আশেপাশের স্কুলে এই জাতীয় সমস্ত ছাত্রছাত্রীদের Admission নিশ্চিত করবেন এবং 31st January 2022 এর মধ্যে District Inspector of Schools (PE/SE) এর কাছে Compliance রিপোর্ট পাঠাবেন।
Admission পদ্ধতি (লটারির জন্য Admission Forms বিতরণ ও গ্রহণ, প্রচুর সংখ্যক প্রার্থীদের ভর্তির জন্য Draw ইত্যাদি) এবং প্রার্থীদের Admission এর সময় পশ্চিমবঙ্গ সরকার কর্তৃক প্রদত্ত COVID-19 Protocol কঠোরভাবে অনুসরণ করা হবে।
এটি কঠোরভাবে মেনে চলার জন্য সংশ্লিষ্ট সকলকে জানানো হতে পারে।

Guidelines for Admission for the Session-2022
Guidelines of Admission procedure in elementary classes including Pre-Primary class in all Government /Government Model Schools/ Integrated Schools/ Government Sponsored /Aided Primary School/ Upper Primary School /High School /Higher Secondary (HS) Schools for the Academic Session 2022, under the Provision laid down in the in the Government Order no. 1176-SE(EE)/10M-186/2010 dated 03.12.2021.
Forms for admission will be available at school (s)/Bangla Sahayata Kendra and Banglar Shiksha Portal (www.banglarshiksha.gov.in) at free of cost. This form is applicable for all Government/ Government Model Schools/ Integrated Schools/ Government Sponsored /Aided Primary School/ Upper Primary School /High School /Higher Secondary (HS) Schools.

The form must be submitted at the School/Schools applied for.

If any candidate has already collected/submitted the form supplied by the schools, there is no need for redoing the same.

Self attested copy (by the applicant or his/her guardian) of birth certificate of the candidate is required to be submitted with the application form. If in any case the same is not available at the time of admission, the declaration by the guardian on the age of the ward, is to be accepted. The same is to be submitted by the guardian within the next six months as per RTE Rule, 2012.

Self attested copy (by the applicant or his/her guardian) of the reservation certificate from the appropriate authority must be submitted with the application form to avail the facility of reservation.

All columns of the application form must duly be filled in.

Selected candidates must show original birth certificate/ relevant documents with the exception as laid down in point (5) above and necessary certificate for reservation (if applicable) at the time of admission.

Claim of admission may be rejected if any of the candidates chosen through draw of lots fail to report on the notified date(s) of admission.

All teachers/ non-teaching staff will have to abide by the duty roster framed by the HOI for smooth conduct of admission process.

The admission procedure (distribution and receiving of admission forms, draw of lot, admission of candidates etc.) shall be done strictly observing COVID-19 protocol, issued by the competent authority from time to time. No children should come to school in any of the process mentioned above.
School authority must ensure proper sanitization of school before taking up the admission process.

Transfer/Promotion and Admission shall be done through Online Portal, Banglar Shiksha, by 24.12.2021.
