  Governor is pleased hereby to constitute, with immediate effect, the West Bengal Scheduled Castes, Scheduled Tribes and Other Backward Classes Development and Finance Corporation, with the following members for carrying out the functions.

• West Bengal Scheduled Castes, Scheduled Tribes and Other Backward Classes Development and Finance Corporation Act, 2017

  An Act to establish a Scheduled Castes, Scheduled Tribes and Other Backward Classes Development and Finance Corporation in West Bengal.

• West Bengal Hindu Social Disabilities Removal Act, 1948

  An Act to provide for the removal of certain social disabilities suffered by some sections of Hindus.

• Citizenship after Exchange of Enclaves (Chhitmahals)

  Caste Certificate will be issued to only those eligible and deserving persons who have been declared as Indian Citizen on and from 1/8/2015 and whose names along with the names of their family members are mandatorily incorporated.

• Sikshasree Scholarship Scheme

  Each of the SC students of Class V to VII will get a grant of Rs. 750/- per annum and those of Class VIII will get a grant of Rs. 800/- per annum, while students belonging to ST and studying from Class V to VIII will get a grant of Rs. 800/- per annum.

  • Hostel, Meal and Maintenance Charges for SC/ST students

    Governor has been pleased to enhance Pre-Matric hostel charges, Meal charges and Maintenance charges from Rs. 750/- p.m. to Rs. 1,000/- p.m. w.e.f. 01.04.2018.

  • Sabooj Sathi – Bi-Cycle Distribution Scheme

    Chief Minister Mamata Banerjee flagged off a unique scheme Sabooj Sathi from Jangalmahal in 2015. Under this scheme students studying between Class IX and XII got cycles for commuting to schools.

  • Verification of Documents before issuing Caste Certificates

    While applying for caste certificates some candidates are taking unfair means by suppression/ misrepresentation of facts or by altering name/ surname to their advantage.

  • West Bengal Rajbanshi Development and Cultural Board

    The aims and objects of the West Bengal Rajbanshi Development and Cultural Board is to preserve, promote and safeguard folk art, folk music, folk dance and folk culture of the Rajbanshi community.

  • Aadhar Card as Proof of Identity and Local Residence

    AADHAR card needs to be treated as valid document in regard to proof of identity and local residence for the purpose of issuance of caste certificates.

  • West Bengal Kurmi Development and Cultural Board

    The aims and objects of the Board shall be to preserve, promote and safeguard the language, traditional dance, traditional festival and culture of the Kurmi community.

  • West Bengal Gurung Development and Cultural Board

    The aims and objects of the Board shall be to preserve, promote and safeguard the language, traditional folk art, folk music, folk dance and folk culture of the Gurung community.

    Enhancement of rate of scholarship under “Shikshashree” scheme in West Bengal for Scheduled Caste students studying in class V to VII.

  • West Bengal Newar Development and Cultural Board

    The aims and objects of the Board shall be to preserve, promote and safeguard the language, traditional folk art, folk music, folk dances and folk culture of the Newar community.

• West Bengal Bhujel Development and Cultural Board

  The aims and objects of the Board shall be to preserve, promote and safeguard the language, traditional folk art, folk music, folk dances and folk culture of the Bhujel community;

• West Bengal Damai Development and Cultural Board

  The aims and objects of the Board shall be to preserve, promote and safeguard the traditional folk art, folk music, folk dances and folk culture of the Damai community.

• West Bengal Sarki Development and Cultural Board

  The aims and objects of the Board shall be to preserve, promote and safeguard the traditional folk art, folk music, folk dances and folk culture of the Sarki community.

• West Bengal Kami Development and Cultural Board

  The aims and objects of the Board shall be to preserve, promote and safeguard the traditional folk art, folk music, folk dances and folk culture of the Kami community.

• Inter-Caste Marriage Scheme in West Bengal

  The objective of Dr. Ambedkar Scheme for Social Integration through Inter-Caste Marriages is to extend financial incentive to the newly married couple.

• State Level Vigilance and Monitoring Committee for SC ST PoA

  The Committee shall meet at least twice in a calendar year to review the implementation of the provision of the SC and ST (Prevention of Atrocities) Act, 1989.

• Establishment of ‘Kabigan Academy’ Center

  Governor is pleased to establish a Centre ‘Kabigan Academy’ under the administrative control of Backward Classes Welfare Department, Govt. of West Bengal.

• Roster Points (RP) of the Register of Appointment (RoA)

  The transfer of employees from one organization to another, requires adjustment of the vacancies whereby the transferred employee is fitted in appropriate ‘Roster Points’ of the ‘Register of Appointment’.

• West Bengal Khambu Rai Development Board

  Governor is pleased to establish a Board by the name ‘The West Bengal Khambu Rai Development Board’ with its Head Office in Darjeeling, District Darjeeling, West Bengal.

  Guidelines for utilisation of grant-in-aid given by the State Government to the Boards registered under the West Bengal Societies Registration Act, 1961, for proper utilization of the public money.

• Online Application For Incentive on Uncleaned Occupationer

  The beneficiaries of this scheme are the students of whose parents are flayers, tanners, scavengers, waste picking/ collecting or engaged in similar other profession.

• Sub-Division Level Vigilance and Monitoring Committee- SDLVMC

  Pursuant to Rule 17A in The Scheduled Caste and Scheduled Tribes (Prevention of Atrocities) Rules 1995, Sub-Division Level Vigilance and Monitoring Committee may be constituted.

• Updated Guidelines for Issuance of OBC Certificates

  There is no Act regulating identification of persons belonging to Other Backward Classes. Guidelines for issuance of Other Backward Classes Certificates were issued earlier.

• Updated Guidelines for Issuance of SC/ ST Certificates

  Caste Identification Certificate issued to a Scheduled Caste or a Scheduled Tribe person is popularly called as Caste Certificate. A format of Caste Certificate is appended to these guidelines.

• West Bengal Backward Classes Development and Finance Corporation Act, 1995

  An Act to establish a Backward Classes Development and Finance Corporation in West Bengal published vide No. 1968-L dated 10.10.1995.

• Commissioner for Reservation Office: Register of Appointment

  Monday, Wednesday and Friday of each week (barring public holidays) are kept earmarked in regard to ‘Office of the Commissioner for Reservation’ for Register of Appointment.

• Apply for Amended OBC Certificate for new Categorization

  OBC certificate holder is required to apply for the amended certificate in plain paper along with original OBC certificate and attested documentary proof in support of non-creamy layer status.

• Online Duplicate SC/ST Certificate in case of Loss or Damage

  SC/ST certificate holder may obtain online duplicate SC/ST certificate in the event of loss or damage of the original Scheduled Caste or Scheduled Tribe certificate from authority.

• Attestation is Mandatory while seeking SC/ST/OBC Certificate

  BCWD will accept self-attested documents in all cases except for proving the permanent residential status of applicants seeking SC/ST/OBC certificates where photocopies are to be attested by Group A/B officers.

• No Hazardous Cleaning of Sewers and Septic Tanks

  No person, local authority or any agency shall, either directly or indirectly, engage or employ, any person for hazardous cleaning of sewers and septic tanks w.e.f. 05.12.2014.

• Construction of Sanitary Community Latrines by Municipality

  Municipalities shall construct adequate number of sanitary community latrines, so as to eliminate the practice of open defecation in their respective jurisdiction within 05.12.2016.

• Authority to Issue Caste Certificate for Admission in School

  A Member/Pradhan of a Gram Panchayat, Member/Sabhapati of Panchayat Samity, Member of Zilla Parishad, Commissioner of Municipality, Councillor/Chairman/Mayor of Municipal Corporation, Member of State Legislature, Member of Parliament, and any Group ‘A’ Officer of State Government.

• Constitution of West Bengal Commission for Backward Classes

  Governor is pleased to re-constitute, the West Bengal Commission for Backward Classes, consisting of the following Members. The Chairman and every Member shall hold office for a term of three years from the date he or she assumes office.

• De-Reserve the post of Anganwari Worker and Anganwari Helper

  A large number of vacancies in the posts of Anganwari Worker and Anganwari Helper are lying vacant due to non-availability of qualified SC/ST/BC-A/BC-B category candidates.

• Issuing Caste Certificate to Adopted Children of OBC Category

  The procedure of issuing Caste Certificates to the adopted sons and daughters of different persons belonging to SC/ST category can be applied mutatis mutandis in case of granting of OBC Certificates.

• Producing Caste Identification Certificate while in UR Service

  The caste status of an incumbent will be considered on and from the date on which he/she officially produces the caste identification certificate before the appointing authority.

• Cultural Committee of Backward Classes Welfare Department

  Governor is pleased to constitute a new cultural committee for organizing cultural activities viz. Jhumur, Gambhira, Baul, Bhatiyali, Kabi-Gan, Puppetry, Chhau, Sarigan, Bachhari Baich (traditional boat race), Woodcrafts, Kantha Silpa etc.

• Rajiv Gandhi National Fellowship for Higher Studies, 2014-15

  Rajiv Gandhi National Fellowship, 2014-15 is to increase opportunities for the students of Other Backward Classes (OBCs) for pursuing higher education leading to their acquiring degrees such as M.Phil. and Ph.D.

• Amendment of Other Backward Classes List in West Bengal

  Amendment of Schedule A of West Bengal Backward Classes (Other than Scheduled Castes and Scheduled Tribes (Reservation of Vacancies in Services and Posts) Act, 2012.

• Prohibition of Employment as Manual Scavengers – Committee

  State Monitoring Committee is formed for the purpose of carrying out the functions under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013.

• Task Force for Conversion of Forest Land – Forest Rights

  To recognize and vest the forest rights and occupation in forest land in forest dwelling Scheduled Tribes and to provide for a framework for recording the forest rights so vested and the nature of evidence required for such recognition and vesting in respect of forest land.

• List of Other Backward Classes in West Bengal

  Government has decided to categorise the backward classes into two categories depending on their relative backwardness and make separate provisions for reservation in services and posts

• West Bengal Commission for Backward Classes Act, Rules etc.

  The powers and functions of the Commission have been vested as per the provisions of the West Bengal Commission for Backward Classes Act,1993. The Act has been in the process of amendment from time to time.

• West Bengal Scheduled Castes and Scheduled Tribes Development and Finance Corporation Act, 1976

  An Act to establish a Scheduled Castes and Scheduled Tribes Development and Finance Corporation in West Bengal.

• Tamang Development and Cultural Board

  Head Office of ‘Tamang Development and Cultural Board’ is in the District of Darjeeling, West Bengal, under the administrative control of the Tribal Development Department, Government of West Bengal.

• Cent percent Enrolment under Sikshashree Scholarship, 2014-15

  A certificate is to be issued by all the Head of the Institutions, that all the eligible SC/ST students of classes V to VIII of his/her school for the year 2014-15 are not left out in Awardee-list.

• General Body of Tamang Development and Cultural Board

  Governor is hereby pleased to nominate the followings members to the General Body of Tamang Development and Cultural Board. It shall automatically expire on completion of five years.

• Executive Body of Tamang Development and Cultural Board

  The ‘Tamang Development and Cultural Board’ was constituted vide resolution No. 33-TDD/6S-80/13(Pt.-l) dated the 27th June, 2014 duly published in the Kolkata Gazette on 16th July, 2014.

• Sikshashree Scholarship for SC/ST Class V-VIII

  To provide quality assistance to SC/ST day-scholar students of Classes V to VIII in a smooth, transparent and efficient way a single new scheme “Sikshashree” has been implemented.

• West Bengal (Recruitment to the post of Inspector, Backward Classes Welfare) Rules, 2014

  Method of recruitment is (i) by direct recruitment on the basis of the results of the Examination conducted by the Staff Selection Commission, West Bengal, and (ii) by promotion of Social Workers Grade I under the Backward Classes Welfare Department.

• West Bengal State Higher Educational Institutions (Reservation in Admission) Rules, 2013

  The reservation norms shall apply on and from the Academic Session 2014-15 to all Universities, Government colleges, colleges and other institutions receiving aid from the State Government.

• Minimum Qualification for Appointment as Data Entry Operator

  The minimum qualification for being eligible for engagement as Data Entry Operator will be Graduation with Certificate in Computer Applications from recognized University/ Institute.

• Issue of Fresh OBC Certificates on surrender of Old Original

  Issuing authority may issue fresh OBC certificates on surrender of the Original by the holders of Old Certificates for revalidation mentioning Category-A or Category-B till 31st December, 2014.

  Stipulated time limit of providing the service of Issuance of Caste Certificates to SC/ST/OBC is 4 (four) weeks from the date of submission of application.

• Revised Rates of Remuneration of the Staff of Ashram Hostels

  The questions of revision of rates of remuneration of the staffs of Ashram Hostels for SC/ ST students run by Backward Classes Welfare Department in West Bengal was under active consideration of the Government for sometime past.

  Submit computer-generated filled-in application form (duly signed) to concerned BDO (for Block area)/ PO cum DWO/ DWO. (For Municipality/ Corporation area).

• Amendment of SC/ ST Reservation in Services and Posts Act, 2012

  West Bengal Backward Classes (Other than Scheduled Castes and Scheduled Tribes (Reservation of Vacancies in Services and Posts) Act, 2012, the Governor is pleased hereby to amend the Schedule-II appended to the said Act.

• Recommending Authority of Caste Certificates in Kolkata

  In terms of Rule 7A of the West Bengal Scheduled Castes and Scheduled Tribes (Identification) Rules, 1995, the Backward Classes welfare Officer, Kolkata will act as recommending authority in respect of the issuance of Caste certificates for Scheduled Castes, Scheduled Tribes and Other Backward Classes in Kolkata.

• Issuing Authority of Caste Certificates in KMC Area

  Caste Certificates in respect of Kolkata may be issued by the District Welfare Officer, Kolkata and ex-officio Joint Director, Backward Classes Welfare.

  The post will be filled up by an officer in the pay scale of Rs. 12000 – 18,000/- under W.B.S. (ROPA) Rules, 1998 corresponding to the revised Pay Band 4B of Rs. 28,000 – 52,000/- with Grade Pay of Rs. 7600/- of WBS (ROPA) Rules, 2009.

• Online Receipt of Scholarship Application from SC/ST/OBC

  BCW Department is introducing on-line receipt of application for centrally assisted scholarship schemes for SC/ST/OBC students from 2013-14 financial year.

• Technical Vetting of Schemes under B.C.W. Department

  Each scheme with estimated cost up to Rs. 3,50,000/- for General work will require technical vetting by Sub-Assistant Engineer of this department or any Technical Officer of same rank.

• West Bengal Backward Classes (Other than Scheduled Castes and Scheduled Tribes) (Reservation of Vacancies in Services and Posts) Act, 2012

  An Act to provide for the reservation of vacancies in services and posts for the Backward Classes of citizens other than the Scheduled Castes and Scheduled Tribes.

• Amendment of State Other Backward Classes List

  WHEREAS by Backward Classes Welfare department’s Notification No. 1673-BCW dated 11.05.2012, the Backward classes were specified and categorized in the list below.

• Mayel Lyang Lepcha Development Board

  The aims and objects of the Board shall be to undertake all necessary activities for the protection, promotion and safeguarding of the Lepcha language, tradition and culture; to undertake activities to protect historical and culturally significant landmarks of the community;

• State Level Monitoring Committee in BCW Deptt.

  Governor is pleased to constitute the State Level Monitoring Committee as per Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.

• Extension of Time-frame for Issuance of OBC Certificates

  Last date for issuance of OBC certificates has been extended to 31st December, 2013. Fresh certificates on surrender of the original certificates by the holders or old certificates may be revalidated mentioning Category-A or Category-B.

• Monitoring Issuance of Caste Certificates

  Time frame has been reduced from eight weeks to four weeks by amending Rule 7D (12) of the West Bengal Scheduled Castes and Scheduled Tribes (Identification) Rules 1995.

  Certificate Issuing Authorities is to conduct proper verification before issuance of SC, ST, OBC castes certificates to avoid erroneous issuance.

• Competent Authority to Issue SC/ ST Certificates in West Bengal

  Deputy Director, Backward Classes Welfare, West Bengal and Commissioner, Backward Classes Welfare, West Bengal in case of candidates claiming to be Scheduled Caste or Scheduled Tribe residing in any part of West Bengal.

  There shall be reservation of 22% for members of Scheduled Caste, 6% for members of Scheduled Tribe. There is no reservation for Backward Class candidate for promotion.
