Previously, the Govt. employees were eligible 10/20 years of Career Advancement Scheme. As per modified CAS scheme 8/16/25 years benefit is provided.

Pay Fixation of Teacher – Some Clarifications

• Creation of Additional Posts in Different Departments of West Bengal

  A number of proposals for awarding different service benefits to the employees of the Government of West Bengal and reorganizing the cadre of different Services of Government of West Bengal through creation of some posts were under consideration of the Government for sometime past.

• Career Advancement on 15 years and 24 years of Continuous Service

  The length of continuous and satisfactory service required for movement to second and third higher Level in relation to the basic Level, shall be reduced from existing 16 years and 25 years to 15 years and 24 years respectively.

• Probation Period of Group C Employees will be counted towards MCAS

  Governor has been pleased to decide that the period of probation of persons appointed under the West Bengal Services (Appointment, Probation and Absorption of Group C Employees) Rules, 2013 shall count towards Modified Career Advancement Scheme benefit and promotion.

• Directorial Committee of Public Works Directorate

  The committee shall act as ‘Directorial Committee’ of Public Works Directorate; The cases relating to preparation and finalization of Gradation List of Group – ‘B’, ‘C’ and ‘D’ employees;

• Determination of Workload of Graduate Laboratory Instructors

  Graduate Laboratory Instructors who possess the minimum qualification required for Assistant Professor at the entry point as per relevant UGC Regulations, to be considered for teaching assignment of theory classes and to be designated as Laboratory Instructor, Laboratory Instructor (Sr. Scale), Laboratory Instructor (Selection Grade) and Laboratory Instructor (Associate Grade)

• Counting of Past Service rendered by University Employees

  He/ She shall be serving as on regular basis in approved and /or substantial post and /or regular in nature in any of the aforementioned institutions continuously and satisfactorily prior to such movement to State Aided University.

• Career Advancement Scheme as per WBS (ROPA), 2019

  Revised career advancement scheme for State Govt. employees as per WBS (ROPA) Rules, 2019 which will be effective from 01.01.2020 in respect of a new entrant who joined service on or after 01.01.2016.

• Assessment of Hours spent by College Teacher for Paper

  Methodology of assessment of hours spent by a college teacher for question paper setting, evaluation of answer script etc. which is required for calculation of Academic Performance Indicator score during CAS.
