• Application for Leave through HRMS is Mandatory

   

  No application in physical mode either of admissible leave in terms of WBSR Pt-I or Casual Leave will be accepted after stipulated time period as referred hereinabove.

• Introduction of Some New Facilities in HRMS

  Not to sanction any leave to teachers and non-teaching staff of their Institution on the dates of H.S Examination 2023 and Class XI Annual Examination 2023, except in extreme emergency cases.

• Revised Leave Rules and Health Scheme of State Aided College Teacher

   

  State Aided College Teachers (SACTs) of Government Engineering & Technological Colleges are entitled to avail of 14 (fourteen) days casual leave in a calendar year with full remuneration.

• Grant of Special ON DUTY for Higher Secondary Examination, 2022

   

  West Bengal Council of Higher Secondary Education is pleased to announce the number of maximum permissible days for which “ON DUTY” may be allowed to the teachers for performing H.S. Examination 2022 related work.

• Quarantine Leave for Teaching/ Non-Teaching Staff of Secondary School – Clarification

   

   

  Quarantine Leave, is a leave of absence from duty necessitated by order not to attend school in consequence of presence of infectious diseases in family or household of a teacher/ non-teaching staff.

• Quarantine Leave for Teaching/ Non-Teaching Staff of Primary School – Clarification

   

  Teacher/ non-teaching staff on account of suffering by himself/ herself or other members of family from the infectious diseases including COVID-19, may avail Quarantine Leave.

• Quarantine Leave for Secondary School Teachers in West Bengal

   

  Inclusion of other infectious diseases including COVID-19 under the provision of Management of Recognised Non-Government Institutions (Aided and Unaided) Rules, 1969 pertaining to Quarantine Leave was under active consideration.

      West Bengal State Council of Higher Education has made certain recommendations in respect of uniform leave rules for the whole time teachers of the Govt. sponsored colleges in the State.

    • Uniform Leave Rules for Whole Time Teachers of State-aided Universities

       

      Uniform Leave Rules for the whole time teachers of the State-aided Universities namely (1) Calcutta University; (2) Jadavpur University; (3) Burdwan University; (4) Kalyani University; (5) Vidyasagar University; (6) North Bengal University; (7) Rabindra Bharati- University; (8) Netaji Subhas Open University; (9) Bengal Engineering & Science University, Shibpur; (10) West Bengal University of Technology.

    • Employees of Darjeeling and Kalimpong will get Special CL

       

      All employees including those of GTA and Government Aided Institutions who attended office during the entire period of bandh will get 15 days’ Special Casual Leave.

    • Enhancement of Maternity Leave for Contractual Employees

       

      All categories of female contractual employee will get the benefit of maternity leave for a maximum period of 180 days and 42 days of such leave in case of abortion/ miscarriage.

    • Benefit of Child Care Leave in respect of Adopted Child

       

      Governor has been pleased to decide to extend the benefit of Child Care Leave in respect of the adopted child to the regular female employees.

    • Paternity-cum-Child Care Leave in Higher Education Deptt.

       

      Department of Higher Education, Science and Technology & Biotechnology has decided to extend the benefit of Paternity-Cum-Child Care Leave to the regular male employees.

    • CWTTs or PTTs shall be entitled to avail Study Leave

        

      Govt-approved CWTTs or PTTs shall be entitled to avail Study leave, for a maximum period of 12 months in one spell and for a period not exceeding 24 months in their entire service period.

    • Carry forward of Annual Medical Leave of PTTs and CWTTs

       

      Half average remuneration leave up to 20 days of CWTTs and PTTs which tantamount to 10 days medical leave with full remuneration shall henceforth be allowed to be carried forward.

• 30 Off Days to Contractual Software Personnel

   

  Software Personnel are allowed 30 (thirty) days off in a calendar year provided that it shall not entail absence of more than 7 consecutive days at a time.

• Paternity-cum-Child Care Leave for University Employees

   

  Benefit of Paternity-cum-Child Care Leave for a maximum period of 30 days has been extended to the regular male employees of the educational institutions etc.

• Child Care Leave for University Employees

   

  Interest of the institute should be seen as paramount while considering the grant of Child Care Leave to the concerned employees, duration of the leave and number of spells, etc.

• Treatment of Absence on 02.09.2016 for Bandh/Strike

   

  Absence of employees on 2nd September, 2016 will be treated as dies non and no salary will be admissible unless such absence is covered by grounds as mentioned in F.D. Memo No. 2013-F dated 06.03.2012.

• Leave Rules of Employee while on Deputation

   

  An employee of a non-vacation department while on deputation to a vacation department will be guided by the leave rules of the vacation department.

• Encashment of Leave of Retired Judicial Officers

   

  The bills of retired Judicial Officers or those who were elevated to High Court, Calcutta; will be drawn from the establishment where their last pay bills were drawn.

• Grant of Paternity-cum-Child Care Leave for 30 Days

   

  Grant of Paternity-cum-Child Care Leave for 30 days to the male State Government employees and employees of Panchayat Raj & other Local Bodies, Boards, sponsored/ non-Govt. aided Schools & Colleges, State aided Universities and Companies, Corporations, Undertakings etc.

• Guidelines to Grant Child Care Leave to Female Employees

   

  Guidelines to grant Child Care Leave to female employees of Government-aided Colleges, State-aided Universities and other Statutory Bodies and laying down the terms and conditions.

• Special Casual Leave for attending Schools on Bandh/ Strike

   

  Teaching and Non-teaching staff of the Schools, who attended the date on which Bandh/ Strike call given by different Central Trade Unions, may avail of one day Special Casual leave.

• Special Casual Leave for attending Office on Bandh/ Strike

   

  One day’s Special Casual Leave will be granted to those employees of all offices who attended office on 02.09.2015. Such Special Casual Leave shall be availed of within 31.12.2015.

   

• Absence is not DIES NON in case of already sanctioned Leave

   

  Absence will not be treated as dies non and no salary will be deducted in case of leave like Child Care Leave, Maternity Leave, Earned Leave, etc. sanctioned before the date of issuance of order No. 6535-F dated 01.09.2015.

• Child Care Leave for Female Employees of Madrasahs

   

  Extension of benefit of the Child Care Leave for a maximum period of two years to the regular female teaching and non-teaching employees of Government sponsored/ Non-Government aided Madrasahs.

• State Govt. Offices would remain Open on 02.09.2015 Bandh

   

  In view of call given by different Trade Unions for bandh/strike all over the country on the 2nd September, 2015, it has been decided that all State Government offices would remain open.

• Absence of Employees due to Strike/ Bandh on 18.08.2015

   

  Governor has been pleased to decide that absence of employees on that date (18th August, 2015) will be treated as dies non and no salary will be admissible unless such absence.

• Child Care Leave for Employees of Colleges and Universities

   

  Child Care Leave is applicable to the regular female teaching and non-teaching employees of the Government sponsored and non-Government aided Colleges as well as State aided Universities.

• Child Care Leave for Employees of Educational Institutions

   

  CCL for regular female teaching and non-teaching employees of Government sponsored/ Non-Govt. aided Schools, Boards, District Primary School Councils, School Service Commission as well as Panchayat Raj and other Local Bodies, Undertakings, Corporations, Statutory Bodies etc.

• Prior Permission is mandated for Visit of State Headquarters

   

  Field officers are visiting Kolkata on very small issues and without prior written approval of the controlling officer. Due to such frequent absence of officers from the field, the quality and timely execution of work suffers.

• Absence on 30.04.2015 will be treated as DIES NON

   

  All State Government offices including those provided with Grants-in-Aid by the State Government would remain open and all the employees should report for duty on 30th April, 2015.

• 30 Off Days to Contractual Computer Operators engaged in PWD

   

  Contractual Computer Operators who had been engaged prior to 01.04.2010 in different offices under P.W.D. are allowed to enjoy 30 (thirty) off days in a Calendar year.

• Leave of Contractual Part Time Teacher

   

  Governor is pleased to accord sanction of 10 (ten) days casual leave and 10 (ten) days medical leave to the part time contractual teachers attached to non-Govt. Higher Secondary Schools.

• No Leave Sanction in Health Deptt during Heat Wave Situation

   

  All Government Health Care Delivery facilities are directed not to sanction any kind of leave in favor of all the Medical Teachers, Medical Officers, Nursing Personnel and other concerned employees deployed and functioning in high priority delivery points namely maternity wards, Labor Rooms, Neonatal Wards, Pediatric Wards, NICU, PICU, SNCU, SNSU etc.

• Holiday on Doljatra at Offices of WBBSE

   

  All the offices of the West Bengal Board of Secondary Education will be closed on 17th March, 2014, day after Doljatra as a holiday. However, the officers and staff members engaged with Urgent /Confidential nature of duty will continue their duties as usual for the interest of the Board.

• Treatment of Unauthorized Absence of all categories of Staff in Hospital

   

  Written permission has to be obtained well in advance before proceeding on leave. At least incumbent has to apply for permission of leave before 15 (fifteen) working days prior to proceed on leave to competent authority.

• Nabanna is Open on Howrah Municipal Election

   

  Governor is hereby pleased to declare that all the offices in NABANNA will remain open on the day of elections to the Howrah Municipal Corporation.

• Child Care Leave in respect of Adopted Child

   

  Governor has been pleased to decide to extend the Child Care Leave to the female Government Employees who legally adopted such child. All other conditions will remain same as in F.D Memo No. 9728-F(P), dated 24.10.2011 and No. 1364-F(P), dated 15.02.2012.

• Letter to Colleges regarding Absence on 20.02.13 and 21.02.13

   

  All the employees of his college whose absence on 20th and 21st February, 2013 have not been substantiated under any ground set forth in the Oder No. 2013-F (P) dated 06.03.2012. Action in this regard is to be completed by 31st March, 2013.

• Letter to University regarding Absence on 20.02.13 and 21.02.13

    

  A detailed report may also be submitted to this Department regarding the action taken so far by the University in this behalf by 31st March, 2013.

• Treatment of Absence of Employees on 20.02.13 and 21.02.13

   

  All actions in terms of this order should be completed by 31st March, 2013. Compliance report on the action taken should be sent to the Finance Department.

• Maternity Leave of Contractual Employees of PBSSM

   

  The period of maternity leave to all contractual employees under PBSSM is extended from 135 days to 180 days with effect from the date of issue of this order No. 165-SE dated 19.02.2013.

• Exclusion of 30 September, 2013 from Holiday List

   

  Governor is pleased to exclude the 30th September, 2013, Monday which was earlier declared as Public Holiday on account of Half-yearly closing of Bank Account under Section 25 of the Negotiable Instruments Act.

• Strike Order from West Bengal Board of Primary Education

   

  I would like to enclose herewith order no. 254(60)-ISS dated 18th February, 2013 issued by The Chief Secretary, to the Govt. of West Bengal dt. 18-02-2013, read with the order of the Additional Secretary, to the Govt. of West Bengal.

• Strike related Government Order from Home Department

   

  Attempts at forcible closure of government offices, shops, markets, educational institutions, industrial establishments, etc should be firmly dealt with. All state government offices will remain open on those days and all government employees should report for duty.

• Applicability of Strike Order to Other Employees of State

   

  To remove such confusion it is clarified that all the provisions in the said Memo are equally applicable to all employees of Corporations, Boards, Undertakings, Statutory Bodies, Local Bodies, Educational Institutions etc.

• Government Circular regarding Strike on 20th September, 2012

   

  NDA has given a call for a 24-hours Bharat bundh all over India commencing from 06-00 hours on the 20th September, 2012 and left front has also called for a 12-hours general strike in West Bengal.

• Leave of Medical & Para Medical Staffs Cancelled

   

  Leave of Medical & Paramedical personnel of Siliguri Sub-Division and Jalpaiguri District will be treated as cancelled with immediate effect.

• West Bengal Secondary School Teaching/ Non-Teaching Leave Rules

   

  Rules for the grant of leave to the teaching and the non-teaching staff of recognised non-government Secondary Schools other than Sponsored Schools or any other Schools or Class of School as the State Government may specify.

• Treatment of Absence on 28.02.2012 for Bandh/ Strike

   

  The absence will be treated as dies non and no salary will be admissible for that day. However this will not affect past service of the concerned employee.

• Child Adoption Leave for Staffs of Non-Govt. Aided Schools

   

  A female employee having less than two surviving children shall be entitled to child adoption leave of 135 days with full pay if she adopts a child less than 1 year of age.

  ALL PRECAUTIONARY MEASURES SHOULD BE TAKEN TO ENSURE THAT THERE IS NO VIOLATION OF LAW AND ORDER AND THAT NO UNTOWARD INCIDENT TAKES PLACE. ATTEMPTS AT FORCIBLE CLOSURE OF GOVERNMENT OFFICES, SHOPS, MARKETS, EDUCATIONAL INSTITUTIONS, INDUSTRIAL ESTABLISHMENTS, ETC SHOULD BE FIRMLY DEALT WITH.

• Child Care Leave for West Bengal State Govt. Employees

   

  Female Govt. Employees having minor children (upto 18 years) may be granted Child Care Leave for a maximum period of two years (i.e. 730 days) during their entire service period.

• Leave will not be Granted on Industrial Strike

   

  Govt. Order released by the Chief Secretary, stating that, no leave will be granted for absence on 28th February, 2012 Industrial Strike called by Trade Unions.

• Child Adoption Leave

   

  Governor is pleased to decide that if a female employee with less than two surviving children, adopts a child of less than 1 year, she will be entitled to 135 days ‘Child adoption leave’.

• West Bengal Primary Teachers Leave Rules, 1999

   

  West Bengal Primary Teachers Leave Rules are applicable to all the teachers of the Non-Government Primary Schools under the administrative control of the Calcutta/ Mahakuma/ District Primary School Councils.

• Ceiling of Maternity Leave Enhanced to a Maximum of 6 Months

   

  Enhancement of the Ceiling of Maternity leave to a maximum of 180 days implemented for Govt. Employees incl. Primary, Secondary, University Teachers and Contractual Employees.

• Joining Time

   

  A Joining time of 12 days is admissible where the transfer necessarily involves continuous travel by road for more than 200 km as per rule 81 of WBSR – I.

• Recruitment of Teacher on Vacancy Caused by Leave or Deputation

   

  Method of Recruitment, Sanction of Post against Part time Vacancy, General procedure for selection, Preparation of Panel, Validity of Panel, Appointment etc.

• Early Departure of Muslim Employees during RAMZAN

   

  Muslim employees of West Bengal Government, who will be on ROJA (i.e. fasting for RAMZAN) may be permitted to leave office at 3:30 pm during the month of RAMZAN.

• Casual Leave Rules

   

  Casual Leave can not be sanctioned for more than 7 consecutive days at a time including Sundays, holidays and weekly off days except for very special circumstances to be recorded in writing.

• Different Types of Leaves for State Govt. Employees

   

  Leave Rules for Govt. Employee – Leaves can not be claimed as a matter of right. Except Casual Leave and Half day Casual Leave, other leaves may be combined.
