In recent times, the West Bengal government has implemented several e-Government reforms, such as computerizing various services to enhance the convenience of conducting business inside the state and guarantee the smooth distribution of welfare benefits to the populace. Several agencies have hired IT staff—especially data entry operators and computer operators—to do this. While some IT staff have been hired directly by departments, others have been engaged through organizations like WEBEL, WTL, or others.
However, there are significant differences in the terms and conditions of employment for these contractually employed employees in different departments and categories
and
Conversely, these IT workers frequently do not receive many advantages that are provided to other contract workers generally, which results in a less than ideal use of their services. These perks include security of tenure, leave, terminal benefits, etc.
So, their service conditions have been reassessed in light of the crucial role that these contractually engaged IT specialists play in the ongoing success of the eGovernment reforms. The current circumstances of their participation are seen to need to be modified in order to keep the finest talent in the government and provide the best services.
1. Direct engagement under government: IT contractors employed by the State Government in normal establishments, under projects, or through WTL/WEBEL or any other agency of a like nature will be directly under the authority of the State Government as contract workers.
2. To be extended benefits
2.1 Security of tenure: These contractually employed IT staff members will have security of employment until they turn 60. They cannot be terminated for any reason other than those listed in No. 9008-F(P), dated September 16, 2011.
2.2 Go Away:
a) A 30-day vacation every year,
b) A 10-day medical leave of absence,
c) 180 days of maternity leave (for female employees) and 42 days of leave in the event of an abortion or miscarriage.
2.3 Terminal Benefit: Rs. 3.00 Lakhs upon reaching 60 years of age.
2.4 Medical benefit: If the spouse of a State Government employee is not covered by WBHS, they will fall within the purview of the Swasthya Sathi Scheme.
3. Nodal Department: P&AR will serve as the nodal department for these IT employees.
4. This order will go into force on November 1, 2020.
This is being sent out with approval from the Finance Department, per U.O. No. 540 Group-P2, which was issued on October 16, 2020.

বিজ্ঞপ্তি
যেখানে পশ্চিমবঙ্গ সরকার গত কয়েক বছরে রাজ্যে ব্যবসা করার সহজতা উন্নত করার পাশাপাশি জনগণের কাছে কল্যাণমূলক সুবিধার নির্বিঘ্ন হস্তান্তর নিশ্চিত করার জন্য বিভিন্ন পরিষেবার কম্পিউটারাইজেশন সহ বিপুল সংখ্যক ই-গভর্নেন্স সংস্কার শুরু করেছে। এটি অর্জনের জন্য, বিভিন্ন বিভাগ আইটি কর্মীদের নিযুক্ত করেছে (বিশেষ করে ডেটা এন্ট্রি অপারেটর/কম্পিউটার অপারেটর)। বিভিন্ন বিভাগে আইটি কর্মীদের এই নিযুক্তি হয় WEBEL বা WTL বা অনুরূপ সংস্থাগুলির মাধ্যমে করা হয়েছে, এমনকি কিছু নিযুক্তি সরাসরি বিভাগীয়ভাবে করা হয়েছে
এবং
যদিও এই বিষয়ে চুক্তিবদ্ধভাবে নিযুক্ত কর্মীদের পরিষেবার শর্তাবলী বিভিন্ন বিভাগ এবং বিভিন্ন বিভাগের মধ্যে ব্যাপকভাবে পরিবর্তিত হয়
এবং
যদিও মেয়াদের নিরাপত্তা, ছুটি, টার্মিনাল বেনিফিট ইত্যাদির মতো বেশ কয়েকটি সুবিধা যা অন্যান্য চুক্তিভিত্তিক কর্মচারীদের বৃহত্তরভাবে অনুমোদিত হয়েছে প্রায়শই এই আইটি কর্মীদের কাছে প্রসারিত করা হয়নি যা তাদের পরিষেবাগুলির উপ-অনুকূল ব্যবহার করে।
এখন তাই, ই-গভর্নেন্স সংস্কারের ধারাবাহিক সাফল্যে এই চুক্তিবদ্ধভাবে নিযুক্ত আইটি কর্মীদের গুরুত্বপূর্ণ ভূমিকার পরিপ্রেক্ষিতে, তাদের পরিষেবার শর্তগুলি পর্যালোচনা করা হয়েছে। এটি অনুভূত হয়েছে যে সরকারের সেরা প্রতিভা ধরে রাখতে এবং তাদের থেকে সেরা পরিষেবা পেতে তাদের নিযুক্তির বর্তমান শর্তাবলীর উন্নতি করা দরকার। এই লক্ষ্যে, রাজ্য সরকার WEBEL/WTL বা বিভাগীয় বা অন্য কোনও সংস্থার মাধ্যমে নিয়োজিত নিয়মিত প্রতিষ্ঠানের অধীনে এবং বিভিন্ন প্রোগ্রাম/প্রকল্পে নিযুক্ত আইটি কর্মীদের নিযুক্তির শর্তাবলীতে নিম্নলিখিত পরিবর্তনগুলি করার সিদ্ধান্ত নিয়েছে। :-
1. সরকারের অধীনে সরাসরি সম্পৃক্ততা – রাজ্য সরকারের অধীনে নিয়মিত প্রতিষ্ঠানে এবং/অথবা কোনও প্রকল্পের অধীনে কাজ করা চুক্তিভিত্তিক আইটি কর্মীরা কিন্তু WTL/WEBEL বা অন্য কোনও অনুরূপ সংস্থার মাধ্যমে নিয়োজিত চুক্তিভিত্তিক কর্মী হিসাবে সরকারের প্রত্যক্ষ নিয়ন্ত্রণে আসবে।
2. সুবিধা বাড়ানো হবে –
2.1 মেয়াদের নিরাপত্তা – এই চুক্তিবদ্ধভাবে নিযুক্ত আইটি কর্মীদের 60 বছর বয়স পর্যন্ত নিযুক্তির নিরাপত্তা দেওয়া হবে। 16-09-2011 তারিখে নং 9008-F(P) এ নির্ধারিত কারণ ব্যতীত তাদের অবসান করা হবে না ৷
2.2 ছুটি :-
ক) একটি ক্যালেন্ডার বছরে 30 দিনের ছুটি,
খ) চিকিৎসার ভিত্তিতে 10 দিনের ছুটি,
গ) মাতৃত্বকালীন ছুটি (মহিলা কর্মচারীর ক্ষেত্রে) 180 দিন এবং গর্ভপাত/গর্ভপাতের ক্ষেত্রে 42 দিন।
2.3 60 বছর বয়সে পৌঁছালে টার্মিনাল সুবিধা – টাকা। 3.00 লক্ষ।
2.4 চিকিৎসা সুবিধা – তারা স্বাস্থ্য সাথী প্রকল্পের আওতায় আসবে যদি সে রাজ্য সরকারের একজন কর্মচারীর পত্নী হিসাবে WBHS এর আওতায় না থাকে।
3. নোডাল বিভাগ – P&AR বিভাগ এই ধরনের আইটি কর্মীদের ক্ষেত্রে নোডাল বিভাগ হবে।
4. এই আদেশ 01.11.2020 থেকে কার্যকর হবে৷
এটি 16ই অক্টোবর, 2020 তারিখের UO নং 540 গ্রুপ-P2-এর মাধ্যমে অর্থ বিভাগের সম্মতিতে জারি করা হয়েছে।
