• Commutation of Pension due to ROPA, 2019 – Clarification

  The last date for submission of option for additional commutation is 31.12.2020 i.e. 1 (one) year from the actual date of effect of WBS ROPA, 2019. The Pensioner shall be entitled to commute upto 40% of the revised pension.

• Revision of Pension/ Family Pension – Revised Format

  Governor is pleased to introduce the revised format of Annexure-I, II, & III annexed herein for smooth functioning of all concerned viz. Pensioners/ Family Pensioners, Pension Sanctioning Authorities and Pension Disbursing Authorities.

• Stagnation Increment during fixation of Pay under ROPA, 2019

  A government employee, after fixation of pay in the revised pay structure under the ROPA, 2019, reaching the last Cell (maximum Pay) of the applicable Level of the Pay Matrix shall be allowed annual increment for stagnation.

• Creation and Management of Workflow in an Office/ Department in HRMS

  Head of Office shall create a Nodal Officer in HRMS to create the workflow chain in his/her office if the Head of Office desires to get himself/herself relieved of the task of creating the different levels below him/her. Nodal Officer shall be a reliable senior officer.

• Online Submission of Option Form due to ROPA, 2019

  Governor is pleased to allow pay fixation of State Government employees due to ROPA, 2019 through HRMS module of iFMS for those employees having a valid HRMS ID and who will be in service as on 01.01.2020.

  Payment of 20% of Arrears in Connection with Revision of Pay Structure under the UGC Pay Revision Scheme of the Vice Chancellors and Pro-Vice Chancellors.

• Additional 2 Increments of Teachers for phD

  Granting of two additional increments in favour of teachers working in non-Government aided Secondary Schools having phD w.e.f. the date of the convocation.

• 3rd Arrear of ROPA for Teaching and Non-Teaching Staffs

  Governor is pleased to change/ revise of Pay Scales of certain technical posts meant for the maintenance and repairing works and also to redesignate the existing posts.

• Pay Scale of Manager and Project Officer of Tourism Directorate

  The pre-revised pay Scale No. 14 shall take effect from 01.01.1996 notionally and actually w.e.f. 01.01.2008. All other terms and conditions as laid down in the W.B.S. (ROPA) Rules, 1998 shall apply mutatis-mutandis.

  The question of revision of scales of pay of Sower and Head Sower of Mounted Police under the administrative control of Home (Police) Department have been under consideration of the Government for some time past.

• Revision of Scale of Pay of different Warders under Jail Deptt.

  Warders (Warder/ Female Warder/Warder orderly/ Warder Body Guard) and its promotion posts of Head Warder and Chief Head Warder under the administrative control of the Department of Jails.

• Revision of Scale of Pay of Excise Constable/ Asstt. Sub-Inspector

  The question of revision of scales of pay of Excise Constable and Assistant Sub-Inspector under the administrative control of Excise Department have been under consideration of the Government for some time past.

• Release of Bills Pertaining to Arrear Pay & Allowances

  Bills pertaining to 1st instalment of arrear Pay and Allowances in respect of Govt employees may be released by Kolkata PAO/ Treasuries in anticipation of allotment of fund in case there is any shortfall of allotment.

• CAS and MCAS Benefit of Fire Operator and Leader

  Pay Scale of Grade – I posts of Fire Operator and Leader under the Department of Fire and Emergency Services have been upgraded from Scale No. 5 to Scale No. 6 and from Scale No. 7 to Scale No. 8.

• Pay Fixation Procedure of Pharmacist as per CAS and MCAS

  The 10/20 years service for CAS-90 and 8/16/25 years service for MCAS-01 should be counted from the date of initial appointment as Pharmacist Grade III as the said revision of scale(s) is not upgradation but substitution of scale(s).

• Option of Pay Fixation of Assistant Information Officer

  The officer holding the post of Assistant Information Officer may exercise option to come under ROPA, 2009 on the basis of such notional pay in relaxation of note 4 below Rule-6 of WBS (ROPA) Rules ’09.

• Revision of Scale of Pay of Sub-Editor, Translator, News Analyst

  The Scale of pay of Sub-Editor, Translator, News Analyst was revised from Scale No. 10 i.e. Rs. 1390 – 2970/- to Scale No. 12 i.e. Rs. 4800-10925/-with effect from 1.1.96 notionally with actual benefit from 1.1.2007.

• Revision of Scale of Pay District Information & Cultural Officer

  District Information & Cultural Officer may exercise option to come under the said revised scale of pay as has been allowed vide this Department’s Order No. 546-ICA dt. 27.2.09 w.e.f. any date between 1.1.96 to 1.1.97.

• Revision of Scale of Pay of Official Photographer, I&CA

  The scale of pay of Official Photographer was revised from Scale No, 10 i.e. Rs. 1390-2970/- to Scale No. 11 i.e. Rs. 4650-10175/- w.e.f. 01.01.96 notionally with actual benefit from 01.01.06.

• Revision of Scale of Pay of Assistant Information Officer

  The first higher Scale and Second higher Scale of direct recruit Assistant Information Officer for the purpose of CAS ’90/ MCAS ’01 benefit would be Scale No. 16 (Rs. 8000-13500/-) and Scale No. 17 (Rs. 10000-15525/-) respectively.

• Revision of Scale of Pay Sub-Divn. Information & Cultural Officer

  The scale of pay of Sub-Divisional Information & Cultural Officer was revised from Scale No.12 i.e. Rs. 1500-3410/- to Scale No. 14 i.e. Rs. 5500-11325/- with effect from 1.1.96 notionally with actual benefit from 1.1.2007.

• Determination of Group of Employees upon ROPA, 2009

  Group – A: all employees having pay in the pay Band scale with a maximum above Rs, 37,600/- with Grade pay ranging from Rs. 4,400/- to Rs. 10,000/-

• Procedure of Pay Fixation of Employees on Deputation

  The deputationists who are drawing pay in their respective cadre post i.e. who have opted to draw grade pay of their parent department’s scale, may opt to come under the revised pay structure and their parent department will accordingly fix their pay under ROPA ’09.

• Procedure of Pay Fixation of Nursing Staff for CAS-90 and MCAS-01

  In such cases the overdrawal for the period from 01-01-2008 to 31-03-2008 shall be recovered with reference to unrevised pay drawn prior to 01-04-2008 as in the said period pay under W.B.S. (ROPA) Rules, 2009 is notional.

• CAS Benefits of Bengali Translator

  The Scale of pay of Bengali Translator was revised from Scale No. 10 i.e. Rs. 1390 – 2970/- to Scale No. 12 i.e. Rs. 4800-10925/- w.e.f. 1.1.96 notionally actual benefit from 1.1.2007 vide this Department’s Order No. 548-ICA dt. 27.2.09.

• Fixation of Pay of West Bengal Junior Audit & Accounts Service

  Decentralisation of the work relating to fixation of pay of the officers of the erstwhile West Bengal Junior Audit & Accounts Service which has since been merged with the West Bengal Audit & Accounts Service w.e.f. 01.04.1981.

• Revision of Scale of Pay of Revenue Inspector of L&LR

  The Revenue inspector who was in service as such on 31.12.1995 may exercise option to come under revised scale as is allowed vide F.D. Memo No. 766-F, dated 27.01.2009 w.e.f. any date between 01.01.1996 and 01.01.1997.

• Career Advancement Scheme for West Bengal Govt. Employees

  Modified Career Advancement Scheme for the State Government employees as introduced in Finance Deptt. No. 3015-F dt. 13.03.2001 as per recommendations of the 4th Pay Commission.
