NOTIFICATION

By virtue of Memorandum No. 2297-FT dated 28.12.2017, the Finance Department’s Revenue Directorates underwent administrative reforms that included the creation of the integrated West Bengal Revenue Service (WBRS). The objective of these reforms is to enhance overall efficiency in revenue mobilization and to improve services to taxpayers.

2. On January 2, 2018, the West Bengal Revenue Service (WBRS) was established via the merger of the West Bengal Agricultural Income Tax Service, West Bengal Commercial Tax Service, West Bengal Excise Service, and West Bengal Registration and Stamp Revenue Service.

3. The Revenue Branch of the Finance Department now oversees the cadre management of the West Bengal Revenue Service.

4. The cadre officers of the component directorates must adhere to consistency in the various service and establishment-related matters, such as appointment, posting, transfer, training, departmental examination, etc.

5. In supersession of previous Order no. 254-FT dated 22.02.2021, the Governor is pleased to approve the establishment of the West Bengal Revenue Service (WBRS) Cell under the Finance Department, Government of West Bengal, taking into account the critical nature of the task and for better management of the service related issues of the respective cadre officers at different Directorates.

6. Consequently, the following tasks will be assigned to the Finance Department’s WBRS Cell:

The following topics are covered:

a. Appointment;

b. Posting, Transfer (Intra and Interdirectorate);

c. Cadre Schedule Management;

d. Service Benefits and Related Miscellaneous Issues
e. Instruction;

f. Departmental Tests;

g. Graduation List Upkeep;

h. e-Service Book and SAR Upkeep

Establishment and upkeep of a specific interactive website i. Any other tasks the Department of Finance deems appropriate j.
5. An officer holding at least the rank of Senior Special Secretary should lead the Cell. After being transferred from Revenue Directorates, two Deputy Secretary (Technical) officials of the WBRS Cadre, one Head Assistant, and two Upper Division Assistants will staff the Cell.

6. Until the designated positions are filled, employees of the Finance Revenue Branch will staff the Cell.
