Patient Care Service

IPD and OPD treatment as well as diagnosis, are referred to as patient care services in hospitals.

State government is committed to provide different services (procedure and diagnostic) to all patients attending at District Hospitals of the State of West Bengal.

An Act to prohibit violence against medicare service persons and damage to property in medicare service institutions and for matters connected therewith and incidental thereto.

An Act to establish the West Bengal Rural Health Regulatory Authority for regulating and registering the diploma holders in rural health care.

Conducting Cataract Surgeries free of cost for the patients is a mandate of the NPCB, whether it is conducted in Govt. hospital or in the hospitals of partner NGOs.

Action may be taken against hospital/ clinic for refusal to treat victims of acid attacks in contravention of the provisions of Section 357C of the Code of Criminal Procedure, 1973.

Staff Nurses deployed in OPDs (except Gynecological and Obstetrics) should be withdrawn immediately and be utilized for the in-patient services as per requirement of the Institution.

Deworming of all pregnant women would be carried out in our State as per “National Guidelines for Deworming in Pregnancy” module.

Projects for establishing Emergency Observation Ward (EOW) has been decided in all Govt Hospitals in three Phases. a. Protocol implementation phase, b. Financial implication phase, c. Human resource recruitment phase.

Doctors are to prescribe combination drugs with two molecules in generic names in the OPD, IPD and also in emergency department in the interest of better patient care services.

Under the National Iron + Initiative, iron and folic acid supplementation is being given across life stages including pregnant, lactating women and adolescent girls at health facilities and during outreach activities.

 

·         Campaign regarding Withdrawal of User Charges at Hospitals

Paying beds and cabins have now been converted into free beds. Superintendent of hospitals should allot these free beds for maternity, paediatrics and other IPD services to ease out congestion.

·         Free Diagnostics, Pathology, Therapeutic & Surgeries and Beds

User charges imposed in all the secondary and primary hospitals of the State is withdrawn to allow free diagnostics, pathology, therapeutic & surgeries and beds.

·         Provision of Safe Abortion Care Services

Safe Abortion Care Services will be provided through empanelled Private registered Medical Practitioners at public health facilities which do not have CAC trained MOs till date or will not be provided with CAC trained MOs in 2014-15.

·         Executive Committee Meeting for DH&FWS and RKS in Districts

CMOHs will hold meeting with Superintendent of Secondary Hospitals on a fixed day of every month to review the civil & electrical works, hospital performance and sort out the issues raised in RKS meetings.

·         Information regarding Antenatal Clinic

Antenatal Clinic will start from 2-00 pm and will remain open up to 4-00 pm in addition to the routine OPD services as before from 9-00 am onwards at the PHC, BPHC & RH twice weekly on Monday and Friday as a value-added service.

·         Clinical Laboratory for Primary and Secondary Care Hospitals

As per recommendation of the Multi-disciplinary Expert Group, there will be one single central clinical laboratory at those secondary and primary care hospitals for more patient friendly approach.

·         Provide Full course of Medicine to OPD Patients at first visit

Govt health facilities/units will provide full course of medicine to the patients as per prescription provided by the attending physician in the OPD at the time of/during the first visit at Govt hospital & also at emergency department.

·         Providing Free Diagnostic to Pregnant Women and Sick Infants

All Pregnant women and Sick infants up to 1 year of age attending OPD or IPD of a Govt. Institution, are provided with free services, free drugs and consumables, free diagnostic services, free blood transfusion, free diet and free transport without their having to incur any out of pocket expenditure.

·         Provision of Quality Services for Safe Abortion – Maternal Health Strategy

Increasing access to and provision of quality service for Safe Abortion is part of Government of West Bengal’s maternal health strategy to reduce maternal mortality and morbidity in the state as unsafe abortion is still one of the leading causes of maternal mortality and morbidity.

·         Administrative Protocol to Follow for Better Patient Care Service

Calcutta Pavlov Hospital is hereby declared as the 2nd campus of Calcutta National Medical College & Hospital, Kolkata; and the following medical-administrative protocol and general administrative protocol will be followed for such purpose.

·         Facility Based Maternal Care Policy Implementation Committee

A High Level Task Force was constituted under the chairmanship of Dr. Tridib Banerjee towards facilitation of activities of the Department in reduction of Infant/Maternal Mortality of the state. After having made some substantial improvement in Facility Based newborn Care, it seems necessary to improve the facility based maternal care also.

·         Quality Improvement Programme in District Hospitals

The Superintendents are directed to Constitute 11 (eleven) Quality Circles in their hospital for Quality improvement and each such Circle must have at least one member trained at Swasthya Bhawan.

·         Operational Guideline of 24×7 Health Helpline named Swasthya Bandhu

Health & Family Welfare Department will operate 24×7 Health Helpline named SWASTHYA BANDHU on an outsourced basis. Patients, Patient Parties or the general public would receive two categories of services.

·         Quality Assurance Programme in 6 District Hospitals

For the execution of the Quality Assurance Programme, the Department of Health and Family Welfare has decided to institute the Quality management System in all the six secondary level district hospitals.

·         Critical Care Unit Operational Guidelines

State level Advisory Committee (SLAC-CCU) has been constituted to advise the department on the prioritization of establishment of CCUs in different government hospitals and management of critical care services in the CCUs so set up.

·         Citizen Centric Fortnight to Improve Health Care Facilities

In order to further improve the provision of user-friendly amenities and environmental sanitation of different Health Care Facilities it is decided to launch a special campaign entitled CITIZEN CENTRIC FORTNIGHT during the period from 1st July 2013 to 15th July 2013.

·         Revised Job Responsibility of Nursing Personnel under WBNS

Revised job responsibilities of different categories of nursing personnel under WBNS, Department of Health & Family Welfare Department, Govt. of West Bengal according to annexure – I, II, III, & IV.

·         Nursing Superintendent – Duties & Responsibilities

Nursing Superintendent will act as the Liaison Officer between the Institution concerned and the Directorate of Health Services and other Nursing Officer of other Institution.

·         Deputy Nursing Superintendent – Duties and Responsibilities

Deputy Nursing Superintendent is second in command in the Nursing Administration of the hospital. She will be responsible for management and supervision of nursing services of the various department of the hospital.

·         Ward Sister – Duties and Responsibilities

Ward sister is the first level supervisor and team leader of the unit. She is directly accountable to the Nursing Superintendent through Deputy Nursing Superintendent for ward management and patient care.

·         Staff Nurse – Duties and Responsibilities

Staff Nurse is the first level professional Nurse in the hospital set up. She will be skilled nurse, giving expert bed side care to patient and executing special technical duties in the special areas like OT, ICU etc.

·         Nurse Practitioner in Midwifery – Duties & Responsibilities

Nurse Practitioner in midwifery will be responsible for promotion of health of women throughout their life cycle with special focus on adolescent childbearing years menopausal and their new born and children.

·         Duty Hours of Medical Officers, Staffs providing Patient Care Service

Governor is pleased to authorize the Superintendent of the different hospitals to adjust the hours of duty of Medical Officers of their institutions on specified days in the week or by rotation to run the indoor and other services on Sundays/notified holidays. ·         Mandatory Prescription of Drugs in Generic Names in OPD/ IPD

All the Out patient departments, Indoor Patient departments, Polyclinics of all Government Hospitals and all other public health facilities, prescriptions shall be made out in generic name of drug.

·         Restructuring and Reorientation of OPD & Emergency Departments

In accordance with the recommendations of the Expert Group, it has been decided to restructure and reorient the OPD and the Emergency Departments in IPGME&R and SSKM Hospital, Kolkata.

Guidelines for Treatment of Burn cases due to Acid Attacks

Action may be taken against hospital/ clinic for refusal to treat victims of acid attacks in contravention of the provisions of Section 357C of the Code of Criminal Procedure, 1973.
