Protection of Children from Sexual Offences

To provide for the protection of children from the offences of sexual assault, sexual harassment and pornography, while safeguarding the interests of the child at every stage of the judicial process by incorporating child-friendly mechanisms for reporting, recording of evidence, investigation and speedy trial of offences through designated Special Courts

Protection of Woman against Sexual Harassment

To depute plain clothed female police officers in the precincts of bus-stands and stops, railway stations, metro stations, cinema theatres, shopping malls, parks, beaches, public service vehicles, places of worship etc. so as to monitor and supervise incidents of eve-teasing;

·         West Bengal Police (Recruitment of Constables and Lady Constables) Rules, 2017

The Recruitment to the posts of Constables and Lady Constables in the West Bengal Police shall be made, through the recommendations of the West Bengal Police Recruitment Board.

·         Temporary Internet Shutdown in connection with TET, 2022

Temporary Internet shutdown within the geographical area in the Districts of Uttar Dinajpur, Maida and Murshidabad, Purba Medinipur, Paschim Medinipur and Dakshin Dinajpur.

·         Issuance of Domicile Certificate – Stipulated Time Limit

For Kolkata, stipulated time limit for rendering the services, the Designated Officers responsible for providing the services, the Appellate Officers and the Reviewing Officers responsible for ensuring delivery of services will be as follows:-

·         Delivery of Digitally Signed QR Coded Certificates directly from BSKs

Each digitally signed document delivered to citizen shall bear a unique identity number (UIN) so that authenticity of the document can be easily verified from departmental portal and BSK portal by keying the unique identity number.

·         COVID-19 Restriction and Relaxation Measures revoked in West Bengal

After a review of the current situation of COVID-19 pandemic, in view of the overall decline in total caseload and positivity rate and overall improvement in the situation, the restrictions imposed can now be revoked.

·         Restriction and Relaxation Measures on HOLI Festival, 2022

On the occasion of the HOLI FESTIVAL, restrictions relating to movement of people and vehicles between 12 midnight to 5 AM shall be relaxed on the night of 17th March, 2022 so as to enable the celebration of “HOLI KA DAHAN”.

·         Lockdown in West Bengal Extended upto 15.03.2022

In terms of the provisions under Disaster Management Act 2005 read with West Bengal Epidemic Disease, Covid-19 Regulations 2020, restriction and relaxation measures and advisory as already in force shall stand extended up to 15/03/2022.

·         Additional Relaxations and Restrictions during Lockdown w.e.f. 16.02.2022

Opening of all ICDS centres. A separate Standard Operating Procedure (SOP) will be issued by Women & Child Development and Social Welfare Department in this regard.

Schools shall open for class VIII to XII from 3rd February 2022. All government offices including public undertakings shall function with 75% of total employee strength.

Gym may remain open with 50% of the capacity at a time upto 9 PM provided staff and users are fully vaccinated or are RTPCR negative.

·         Lockdown in West Bengal Extended (due to Omicron) upto 31.01.2022

Marriage related functions shall be allowed with a maximum of 200 people at a time or 50% seating capacity of the hall/ venue, whichever is lower.

After a review of the current situation of COVID pandemic and the concerns due to newly detected coronavirus variant “omicron”, the existing restrictions and protocols will be continued.

Every Financial Establishment shall submit a Report in Form-I containing such particulars as required therein to the Competent Authority in whose jurisdiction the Financial Establishment commenced or carried its business.

After a review of the current situation of COVID pandemic, State Executive Committee of West Bengal State Disaster Management Authority recommended further extension of restriction measures upto 30.09.2021.

·         Setting up of Bangla Sahayata Kendras (BSK) in West Bengal

The entire project of BSK is funded by the state government and no fee will be required to be paid for availing of the online services or for getting any information from government departments through these kendras.

·         Proper Use of the National Emblem

To ensure proper use of the National Emblem by all concerned, in keeping with the provisions contained in State Emblem of India (Provisions of Improper Use) Act, 2005.

·         Strike related Government Order from Home Department

Attempts at forcible closure of government offices, shops, markets, educational institutions, industrial establishments, etc should be firmly dealt with. All state government offices will remain open on those days and all government employees should report for duty.

Separate proforma to be submitted for requisition of Red & Yellow Identity Cards. All proforma should be submitted in duplicate. Name of the Deptt. should be written on the top of every page.

·         Prohibition on Assembly of Five or More Person

The Commissioner of Police, Kolkata has prohibited for a period of 60 days from 14th March, 2014 to 12th May, 2014 until further order, any assembly of five or more persons or procession.

·         Government Circular regarding Strike on 20th September, 2012

NDA has given a call for a 24-hours Bharat bundh all over India commencing from 06-00 hours on the 20th September, 2012 and left front has also called for a 12-hours general strike in West Bengal.
