MEMORANDUM
Delegated financial power of the Administrative Departments for according Administrative Approval and Financial Sanction of new projects/ schemes with concurrence of Financial Advisor of the Department as well as revision of existing projects/ schemes was notified during the financial year 2021-22 under this Department Memorandum no. 1971-F(Y) dated 30.06.2021 as part of the austerity measures adopted during the second wave of COVID-19 pandemic.
As the impact of COVID-19 has subsided to a large extent, relaxation of the restrictions imposed on expenditure towards new schemes/ projects or revision of existing schemes/ projects has been under active consideration of the Government.
With a view to expediting the execution of projects of the different Government departments, the Governor is pleased to revise as follows the delegated financial power of the Additional Chief Secretary/ Principal Secretary/ Secretary in charge of the Administrative Departments for according Administrative Approval and Financial Sanction of new projects/ schemes as well as revision of existing projects/schemes with concurrence of Financial Advisor of the Department:

এই বিভাগের স্মারক নং এর অধীনে 2021-22 আর্থিক বছরে বিভাগের আর্থিক উপদেষ্টার সম্মতিতে নতুন প্রকল্প/স্কিমগুলির প্রশাসনিক অনুমোদন এবং আর্থিক অনুমোদনের পাশাপাশি বিদ্যমান প্রকল্প/স্কিমগুলির সংশোধনের জন্য প্রশাসনিক বিভাগগুলির অর্পিত আর্থিক ক্ষমতা অবহিত করা হয়েছিল . 1971-F(Y) তারিখ 30.06.2021 কোভিড-19 মহামারীর দ্বিতীয় তরঙ্গের সময় গৃহীত কঠোরতা ব্যবস্থার অংশ হিসাবে।
যেহেতু COVID-19-এর প্রভাব অনেকাংশে কমে গেছে, নতুন স্কিম/প্রকল্প বা বিদ্যমান স্কিম/প্রকল্পের সংশোধনের জন্য ব্যয়ের উপর আরোপিত বিধিনিষেধ শিথিল করার বিষয়টি সরকারের সক্রিয় বিবেচনাধীন রয়েছে।
বিভিন্ন সরকারি দপ্তরের প্রকল্পগুলিকে ত্বরান্বিত করার লক্ষ্যে, গভর্নর প্রশাসনিক অনুমোদন এবং আর্থিক অনুমোদনের জন্য অতিরিক্ত মুখ্য সচিব/প্রধান সচিব/প্রশাসনিক বিভাগের দায়িত্বে থাকা সচিবের অর্পিত আর্থিক ক্ষমতা নিম্নরূপ সংশোধন করতে পেরে খুশি বিভাগের আর্থিক উপদেষ্টার সম্মতিতে নতুন প্রকল্প/স্কিমগুলির পাশাপাশি বিদ্যমান প্রকল্প/স্কিমগুলির সংশোধন:

যাইহোক, প্রশাসনিক বিভাগগুলি তাদের নিজ নিজ বাজেটের বিধান বিবেচনা করার পরেই AAFS/ সংশোধিত AAFS প্রদান করবে। এই আদেশ অবিলম্বে কার্যকর হবে।
