Preperation of Class Routine for H.S. Schools

The daily class teaching centered activities of the school proceeds with the hands of the clock and for that reason, the time table of the schools is termed as the “SECOND SCHOOL CLOCK”

  1. The making of a school time table requires much time and labour. The time limit for preparation of a balanced school time-table is limited and that is the primary difficulty. The other difficulties and drawbacks are want of adequate number of duly qualified teachers, class-room and teaching equipment and appliances.
  2. Undoubtedly the factor- attention of the taught should be stressed upon while making a school time-table. The harder subjects which demand more attention of the taught , should be placed in the periods no. 1 to 4 before recess. The maker of the school time-table must know that is the first part of each days working hours, the attention of the students may be extracted as per expectation,but no such thing happens at the latter part of the working hours of the day.Similarly , at the time of framing the time-table it is to be remembered that at the beginning of the Monday after Sunday’s break the attentions of the taught may not satisfy the expectation,particular at the first stage of the day’s proceedings.
  3. The availability of the teaching appliances should always be kept in eye/notice while putting particularly the classes of Math. and Geo. of different classes. Suppose in a particular period, it is seen that as many as five classes have similar subject like Math. or Geo. in the same period and 5 sets of required Maps,Globe or the appliances for teaching Math.s are not available and thereby the defect of the time-table will be detected.
  4. 2nd, 3rd and 4th periods may be considered as ideal periods for harder subjects.
  5. The maker of time-table should be alert about the monotony of subjects and fatigue and tiredness of the taught.
  6. For both the newly introduced subjects only one / two (theory / practical) period(s) per week is to be allotted for classes VI-XII in case of Environmental Science and for class VI -X the period of Life Style.
  7. Two periods of work education and physical education are to be allotted for classes VI-VIII.
  8. In case of XI-XII all theoretical classes are to be allotted 6 periods and practical for 2 periods (at a time i.e. 6 & 7 periods)
  9. At first the time-table is prepared class wise and then teacher wise.
  10. No of classes
    • For a permanent teacher 25 periods including stop gap classes of the absentee teachers and 11 periods including corrections of home works of the students.
    • For Para teacher it will be 20.
    • For Part time teacher it will be 12.
    • Headmaster =12 and
    • Assistant Headmaster=22 to be allotted in a week.
  11. 1 period of HS section is equal to 1.25 of Madhyamik Section.
  12. Total class in a week is to be followed :- Class V – IX (2015), XI – XII = (6×6 = 36 theory) + 2 (practical) + 2 (EVS – 1 for theory, 1 for project work) = 38/40.
  13. Details of Maximum Class Load per week
    • According to DSE. NO.12671-GA dt. 17/12/68 ⇒ Total Classes of the Headmaster = 12 without tutorial class, Total Classes of the Asstt. Headmaster=22 without tutorial class.
    • According to GO. NO.61-Edn(HS) dt. 11/05/78 ⇒ Total Classes of the Asstt.Teacher=25 and 11 tutorial class, 1(one) class of Madhyamik Section is equal to 1.25(one point two five) of Higher Secondary Section.
    • According to GO. NO. 190-Edn(HS) dt. 05/12/79 ⇒ An asst.teacher who is appointed in an intregreated H.S. School, they have to taught any class of V to XII.
    • According to Memo No. 18-SE(EE)/PTTI-7/11 dt. 09.01.2015 ⇒ No of periods in school routine shall not exceed 20 in 5 days of the week when a Para Teacher attends school. However, stop gap classes (Provisional classes) may be allowed to Para Teachers as well under unavoidable circumstances, over and above the 16 periods as stated above. On school days, the Para teacher are to remain in school for the total schooling hours.

SUBMISSION OF INCREMENT IN JULY: A STEP BY STEP GUIDE
Major issues in iOSMS for the month of NOVEMBER, 2020

After the reopening (3rd Nov, today) of i-OSMS portal, Each school need to modify and go through the exresise before salary submission.
OTP login: Henceforth from next month, all OTP will be send to registered mail & phone number of HOI, instead of register mail and contact phone of school. In future , OTP will be sent to hoi registered mobile only Mail based otp will be permanently terminated.
Login issue: Henceforth, no school can Submit salary if there is no valid HOI in that school’s employee database. System searches the valid HOI if exists in employee database, if any, otherwise it will prevent from salary submission.
System will search the valid HOI from the list in the following chronological order. Designation- i) Headmaster / Headmistress, if not found ii) AHM cum TIC, if not found then iii) TIC.
if available valid HOI, then the respective information will be auto fetched in the respective field in school profile page, and respective OTP will be sent to the HOI’s contact details.
Note: If no such HOI found in the above manner, system will be block to login and School authority need to contact to respective DDO, for updatation of valid HOI and necessary correction.
When system will block a school from login? A: If no valid HOI found. 2. If there exists employee with more than one HOI (any combination of TIC, AHM cum TIC, HM).
What to do when such situation occurs?
School authority need to contact respective DDO, for update one employee as a TIC. DDO may change the relevant information after verification of documents (like MC resolution, etc).
School profile: Needs to be updated once again with proper verification and modification. After this updatation, school profile will be locked forever and no modification will be possible from school end further. The following points to be noted during updatation.
(A) The information of HOI in the school profile, will be auto fetched from the profile of concerned HM / TIC etc. Till now, there is manual provision to update the same, which leads to some anomalies between HOI’s profile and the same in school profile.
(B) Two new fields are now added (LOW CLASS & HIGH CLASS) in this link, which need to be updated in this month.
(C) To be verified carefully specially medium of instruction, type of school (coed / girls / boys), school category (Madrasah, Govt-aided, Sponsored etc), Academic section etc. Each and every field to be properly verified thoroughly, which is important, perhaps, these fields may take major role during online transfer (general, special etc).
TIC ALLOWANCE: Henceforth, TIC allowance (200/250/0) will be activated from DDO end instead of school end. DDO can activate TIC allowance, only if such TIC is approved from concerned DI’s / DDO’s end. In that case TIC’s approval memo no and date to be inserted in the system.
Who can avail Tic allowance?
TIC ALLOWANCE has been introduced from ROPA 09. As per rule TIC will be selected by MC / DDO / ADMINISTRATOR but need to be approved from the concerned DIS / DDO. TIC with DI/DDO’s approval is eligible for TIC allowance.
All the employee profile need to be verified and corrected (specialy address, contact information, subject etc) if necessary before salary submission.
Note: Subject should be as per appointment and approval basis, for which they are appointed.
Example: Suppose one teacher has master degree in HISTORY, but he / she is appointed for physical education, he must write subject as “physical education”, ” history” is not correct data. Similarly, one H/PG subject holder need to write subject history pass, if he is appointed for pass scale.
One of the major cause, where due to wrong subject combination, there are many negative vacancy in the psm module.

5. After acceptance the Profile of the Teacher will be transferred to HOI login of School B
6. HOI of School B to send this Profile to DDO of School B

Classification of Government employees: From the dates of commencement of these rules [West Bengal Services (Revision of Pay and Allowance) Rules, 2009.], Government employees shall be classified as Group A, Group B, Group C and Group D in the following manner:–
1. Group A – Government employees holding all posts in the pay band Nos. 4 and 5 with grade pay ranging from Rs. 4,400 to Rs. 10,000.
2. Group B – Government employees holding all posts in the pay band No. 3 with grade pay ranging from Rs. 3,200 to Rs. 4,100.
3. Group C – Government employees holding all posts in the pay band No. 2 with grade pay ranging from Rs. 1,900 to Rs. 2,900.
4. Group D – Government employees holding all posts in the pay band No. 1 with grade pay ranging from Rs. 1,700 to Rs. 1,800.

    • Download Recommendation Letter
    • Procedure for E-Counselling of General Transfer
      1. The candidate has to visit the official website of the West Bengal Madrasah Service Commission: www.wbmsc.com and click on the link “E-Counselling for General Transfer”.
      2. Login through ‘Application ID’ & ‘Date of Birth’ to enter into the E-Counselling portal for General Transfer.
      3. OTP will be generated and sent to the registered Mobile Number and the registered e-mail of the candidate.
      4. Put the OTP in “Enter OTP” box to go to the main page of E-Counselling.
      5. All the vacancies will be displayed, in a drop-down list, according to the Post / Subject / Medium of the concerned candidate.
      6. Candidates may select up to ten (10) Madrasahs as per their preference from the drop-down list.
      7. They can also see the choices submitted by other candidates in the concerned Posts / Subjects / Medium.
      8. After selecting the upto ten (10) preferred Madrasahs, the candidates have to click on “Submit” button.
      9. Once submitted, the preference / selection of Madrasahs will be locked. Locking time and IP address from which it is submitted will be captured.
      10. After submission, the candidate should take printout of his/her choice by pressing “Print” button for future reference.

Important Note:

    1. Any candidate, who has been transferred earlier in the same category of post on General Transfer, will not be eligible for current General Transfer. If it is found at any stage that, any candidate has been transferred on General Transfer in the same category of post, then, his/her candidature will be cancelled.
    2. If there is no vacancy in concerned posts / subjects / medium then, the candidature of concerned candidates will be carried forward to next counselling for General Transfer.
    3. If any candidate does not select any Madrasah due to non-availability of suitable vacancy, then his/her candidature will be carried forward to next counselling for General Transfer.
    4. If any Madrasah is not allotted to a candidate out of selected Madrasahs, then his/her candidature will be carried forward to next counselling for General Transfer.
    5. If any candidate is allotted a Madrasah out of selected Madrasahs & he/she does not join the said Madrasah, then his/her candidature will not be considered for next General Transfer and he/she will not be eligible to apply for next General Transfer.

  • Instructions for online application:
    1. Before filling up online application form, applicants are requested to check their eligibility criteria.
    2. One applicant can apply only once, subject to fulfillment of his/her eligibility.
  • Eligibility criteria for applying for general transfer:
    1. The applicant (teacher or non-teaching staff) must be full time approved staff
    2. He/she must have been confirmed in his/her service.
    3. The applicant (teacher or non-teaching staff) can only apply for the same category of post in which he/she has been recommended and/or appointed.
    4. The teacher or non-teaching staff who has been transferred in the same category of the post earlier will not be able to apply for general transfer.
    5. All the candidates seeking transfer will have to apply afresh online. Earlier application for general transfer, if any, will not be considered.
    6. Seniority for general transfer will be considered from the date of joining in the present serving Madrasah of the applicant.
  • Document required at the time of application:
    1. Scanned copy of applicants photo and signature, size- maximum 1024 KB, format JPEG/JPG or PNG.
    2. Scanned copy of Recommendation letter, size- maximum 1024 KB, format JPEG/JPG or PNG.
    3. Scanned copy of DI Approval , size- maximum 1024 KB, format JPEG/JPG or PNG.
    4. Scanned copy of proof of Confirmation in Service.size- maximum 1024 KB, format JPEG/JPG or PNG.
  • Process of filling up online general transfer application form:
    1. Step I – Applicant have to fill his personal and service details and recommendation details and submit the form, after that Application ID will be generated
    2. Step II – Login to the dashboard using Application ID and date of birth and take print out of the application. Authorize the application by the concerned Secretary / Administrator / HM / SUPER / TIC of the Madrasah with their signature & official seal and upload the form in jpeg format and finally submit the form to complete the process.
      Informations once submitted in the Application, it cannot be changed at any stage.
  • Nota Bene (N.B.):
    1. Candidates are requested to go through the eligibility criteria in the Guidelines for applying for general transfer in detail before applying for transfer.
    2. Any changes in the dates or any other important matter will be notified in the website of the Commission. Candidates are requested to go through the website regularly.
    3. If an applicant is found ineligible or submitted any wrong information detected at a later date even after transfer, his/her candidature will be cancelled. The decision of the authority regarding the eligibility of any applicant shall be final.
    4. Last date of submission of online application for general transfer will be 31st March, 2021.
