Upper Primary তে রেকমেন্ডেশন প্রাপ্ত ক্যান্ডিডেটদের জয়েন করানোর জন্য স্কুল কর্তৃপক্ষ ঠিক কী কী এমসি রেজোলিউশন করবেন আর ভেরিফিকেশনই বা কী ভাবে করবেন ?

এর আগে  একটি লেখায় বলাহয়েছিল কেন এই ক্ষেত্রে স্কুল কর্তৃপক্ষের বিশেষ সতর্কতা নিতে হবে এবং সেটা কী ভাবে নিতে হবে। সেখানেই ভেরিফিকেশন কল লেটার ও অ্যাপয়েন্টমেন্ট লেটার এর মডেল দেওয়া হয়েছে। আজকে আলোচনা করব নিয়োগপত্র দেওয়ার আগে ডকুমেন্ট ভেরিফিকেশন এবং এই নিয়োগ প্রসেসের সঙ্গে সংশ্লিষ্ট এমসি রেজোলিউশনগুলি কেমন হওয়া উচিত সেটা নিয়ে । তার সঙ্গে সমগ্র প্রসেসটা কেমন হবে সেটার সার সংক্ষেপ নিয়ে   ।

স্কুল কর্তৃপক্ষ এই পুরো প্রসেসটা ঠিক এইভাবে সমাধান করতে পারেন —
১) ক্যান্ডিডেট হয়ত আগেই রেকমেন্ডেশন লেটার পেয়ে যাবে। সেটা নিয়ে স্কুলের সঙ্গে যোগাযোগও করবে। কিন্তু স্কুল কর্তৃপক্ষ ক্যান্ডিডেট এর কপি দেখে কখনই অ্যাপয়েন্টমেন্ট লেটার ইস্যু করবেন না। স্কুলের মেইল এ বা পোস্টে SSC বা অন্য কোনো হায়ার অথরিটির থেকে রেকমেন্ডেশন লেটার পেলে তবেই নিয়োগ দেওয়ার প্রসেসটা শুরু করুন।
২) প্রথমেই DI অফিস থেকে প্রাপ্ত Prior Permission ( PP ) এবং রোস্টার খাতার সঙ্গে মিলিয়ে দেখে নিন রেকমেন্ডেশন লেটারে সব তথ্য ঠিকঠাক আছে কি না। বিশেষ করে সাবজেক্ট , রোস্টার পয়েন্ট, ক্যাটাগরি, স্কুলের নাম, ঠিকানা। খুব ছোটখাটো বানান ভুল থাকলে ইগনোর করুন।
অ্যাপয়েন্টমেন্ট লেটার দিয়ে দিন । পরে SSC তে পাঠাবেন সংশোধনের জন্য। কিন্তু যদি বানানটা এমন হয় যে স্কুলের নামটাই পাল্টে যাচ্ছে, ঠিকানা সম্পূর্ণ আলাদা, কাস্ট, রোস্টার পয়েন্ট , সাবজেক্ট মিলছে না তাহলে অ্যাপয়েন্টমেন্ট লেটার ইস্যু করবেন না। আগে SSC এর দৃষ্টি আকর্ষণ করে তথ্যগুলি সংশোধন করতে বলুন। এই ব্যাপারে ইন্টিমেশন দিয়ে রাখুন ডি আই, বোর্ড এবং কমিশনার অফ স্কুল এডুকেশনকে। তবে এখানে একটা কথা বলা দরকার। PP তে হয়ত নরমাল সেকশন VACANCY দেখানো হয়েছিল অথবা UPPER PRIMARY হিসাবেই VACANCY দেখানো হয়েছে কিন্তু এডুকেশনাল কোয়ালিফিকেশন / পে স্কেল দেখানো হয়েছিল অনার্স/ পি জি । বর্তমান রেকমেন্ডেশন লেটারে সেই অনার্স/ পি জি কোয়ালিফিকেশন এর জায়গায় লেখা হয়েছে GRAD অর্থাৎ পাস স্কেল পাবে ঐ ক্যান্ডিডেট । এটা হতেই পারে। নরমাল সেকশন বা আপার প্রাইমারীতে বর্তমানে আর অনার্স/পি জি স্কেল পাওয়া যাবে না। তাই ওটা চেঞ্জ হয়েছে। ওটাই হবে। আপনার পি পি পিজি স্কেলে হলেও যে ক্যান্ডিডেট জয়েন করছে তার অ্যাপ্রুভাল এর জন্য যখন ডি আই এর কাছে প্রেয়ার পাঠাবেন তখন পাস ( GRAD) স্কেল চেয়েই সেটা জমা দেবেন। কিন্তু সাবধান। যদি আপনার পি পি অনুযায়ী ভ্যাকেন্সি হয় HS সেকশনে তাহলে কোনও মতেই অ্যাপয়েন্টমেন্ট লেটার ইস্যু করবেন না। উপরে উল্লেখিত কর্তৃপক্ষের দৃষ্টি আকর্ষণ করবেন লিখিতভাবে।
৩) এরপর একটা MC RESOLUTION করুন এইভাবে —
” বিদ্যালয়ের সহশিক্ষক / শিক্ষিকার একটি শূন্যপদ পূরণের জন্য WBSSC থেকে একটি রেকমেন্ডেশন লেটার এসেছে আপার প্রাইমারি ক্লাসে পড়ানোর শিক্ষক / শিক্ষিকার নিয়োগের জন্য । এই রেকমেন্ডেশন লেটারের মেমো নং ————-, তারিখ ———। উক্ত রেকমেন্ডেশন লেটারে উল্লেখিত সমস্ত তথ্য আজকের সভায় খুঁটিয়ে পরীক্ষা করা হলো। দেখা গেল সেটার সঙ্গে ডি আই এর Prior Permission এর সঙ্গে কোনও অমিল নেই। ( যদি কিছু গন্ডগোল থাকে সেটা নোট করুন আর সেই গণ্ডগোল সংশোধনের জন্য উপরে উল্লেখিত কর্তৃপক্ষদের দৃষ্টি আকর্ষণ করার সিধান্তও এখানেই নিয়ে নিন ) । উক্ত রেকমেন্ডেশন লেটারে স্কুল কর্তৃপক্ষকে নিয়োগপত্র জারি করতে বলা হয়েছে। SSC এর এই নির্দেশ কিছুটা কনফিউশন তৈরি করেছে কারন স্কুল এডুকেশন ডিপার্টমেন্ট এর গেজেট নোটিফিকেশান মেমো নং – 214 SE , তারিখ — 08/03/ 2018 অনুযায়ী নিয়োগপত্র দেওয়ার কথা বোর্ডের ( WBBSE) । কিন্তু যেহেতু WBSSC স্কুল কর্তৃপক্ষকে এই নিয়োগপত্র জারি করার নির্দেশ দিয়েছে নিশ্চয় তারা সমস্ত আইনগত দিক খতিয়ে দেখেই দিয়েছে এই বিশ্বাসে এবং WBSSC ACT / RULES অনুযায়ী যেহেতু স্কুল কর্তৃপক্ষ SSC এর নির্দেশ অগ্রাহ্য করতে পারে না তাই আজকের সভায় সর্বসম্মতভাবে সিদ্ধান্ত গ্রহণ করা হলো যে উপরে উল্লেখিত রেকমেন্ডেশন লেটারের নির্দেশ মতো নিয়োগপত্র দেওয়া হবে উক্ত ক্যান্ডিডেটকে। তবে নিয়োগপত্র জারি করার আগে রেকমেন্ডেশন লেটারে দেওয়া নির্দেশ মতো ক্যান্ডিডেটের সমস্ত প্রয়োজনীয় ডকুমেন্টস ভেরিফিকেশন করা হবে। এই জন্য ক্যান্ডিডেটকে ডেকে পাঠানো হবে । এ ব্যাপারে প্রয়োজনীয় উদ্যোগ নেওয়ার জন্য বিদ্যালয়প্রধানকে দায়িত্ব দেওয়া হলো। এইভাবে যে নিয়োগপত্র দেওয়ার সিদ্ধান্ত নেওয়া হয়েছে সেটাও জানিয়ে দেওয়া হবে DI ( SE) , ———-, Chairman , WBSSC এবং Secretary, WBBSE কে ।
৪) এরপর HOI উক্ত ভেরিফিকেশন এর জন্য কল লেটার উক্ত ক্যান্ডিডেটকে পাঠাবেন মেল/ হোয়াটসঅ্যাপ/ পোস্টে । কল লেটারের একটা ফরম্যাট আমি আগেই দিয়েছি। ফোন করেও ডাকতে পারেন নির্দিষ্ট দিনে। কমপক্ষে তিন দিনের মধ্যে আসতে বলুন নিম্নলিখিত ডকুমেন্টস গুলির অরিজিনাল এবং দুই সেট XEROX COPY নিয়ে —
ক ) SSC RECOMMENDATION এর ক্যান্ডিডেট কপি
খ ) কাউন্সেলিং এ স্কুল ALLOTMENT কপি
গ ) নিজের ফটো ID যেমন আধার কার্ড, ভোটার কার্ড, প্যান কার্ড
ঘ ) বার্থ সার্টিফিকেট ও মাধ্যমিকের ADMIT CARD
ঙ) মাধ্যমিক, HS, Graduation, BEd / DElEd এর মার্কশিট এবং সার্টিফিকেট
চ ) BEd/ DElEd এর ঐ শিক্ষাবর্ষের NCTE অ্যাপ্রুভাল এর কপি।
ছ ) RESERVED ক্যান্ডিডেট হলে কাস্ট সার্টিফিকেট। প্রতিবন্ধী হলে PH সার্টিফিকেট।
জ ) অন্য বিদ্যালয় থেকে এলে এবং সেই চাকরির যদি Continuation দাবি করেন তাহলে সেই দাবির সপক্ষে প্রমাণ।
৫) এরপর ভেরিফিকেশন পর্ব মিটলে আর একটা এমসি রেজোলিউশন করবেন এইভাবে —
” আপার প্রাইমারিতে পড়ানোর জন্য সহ শিক্ষক/ শিক্ষিকা নিয়োগের জন্য এসএসসি থেকে প্রাপ্ত রেকমেন্ডেশন লেটার ( মেমো ——, তারিখ ——-) পাওয়ার পর উক্ত ক্যান্ডিডেট ( নাম ——–, ঠিকানা ———— ) এর ডকুমেন্ট ভেরিফিকেশন এর কাজ ইতিমধ্যেই সম্পূর্ণ হয়েছে। আজকের সভায় সর্বসম্মতভাবে সিদ্ধান্ত নেওয়া হলো যে উক্ত ক্যান্ডিডেটকে নিয়োগপত্র প্রদান করবেন বিদ্যালয় প্রধান তথা ম্যানেজিং কমিটির সেক্রেটারি মহাশয়। তাঁকে নির্দেশ দেওয়া হলো উক্ত ক্যান্ডিডেটকে স্পিড পোস্টে অ্যাপয়েন্টমেন্ট লেটার পাঠানোর জন্য। এই অ্যাপয়েন্টমেন্ট লেটার ইস্যু করার ইন্টিমেশন DI ( SE ) ———-, Secretary, WBBSE এবং চেয়ারম্যান WBSSC কে দেওয়ার সিদ্ধান্ত নেওয়া হলো ” । বিঃ দ্রঃ — অ্যাপয়েন্টমেন্ট লেটারেই ক্যান্ডিডেটকে নির্দেশ দিন যে সে যেদিন জয়েন করতে আসবে সেদিন যেন সঙ্গে করে একটি জয়েনিং রিপোর্ট ও স্কুলের অরিজিনাল অ্যাপয়েন্টমেন্ট লেটারটি নিয়ে আসেন।
৬) অ্যাপয়েন্টমেন্ট লেটার এর একটা মডেল আগের লেখায় দিয়েছি।
৭) যে দিন ক্যান্ডিডেট জয়েন করতে আসবে সেদিন তার কাছ থেকে স্কুলের অ্যাপয়েন্টমেন্ট লেটার এর অরিজিনাল টা দেখতে চান। জয়েনিং রিপোর্ট সংগ্রহ করুন। জয়েনিং রিপোর্ট টা ঠিক কী ভাবে ইস্যু হবে সেটা নিয়ে আমার আর একটা লেখা আছে।
৮) এরপর ক্যান্ডিডেটকে অ্যাটেনডেন্স খাতায় সই করতে দিন। সইয়ের পাশে নোট দিন এইভাবে ” Joining provisionally allowed w.e.f. —–” । পাশে HOI সই করে ডেট দিন। এরপর কিছুদিন পরে যখন MC RESOLUTION করে জয়েনিং গৃহীত হবে সেদিন এই নোটের নীচে আর একটা নোট দিন এইভাবে ” Joining accepted w.e.f. ———- vide MC Resolution No ——- , dated——. আবার তার পাশে সেই দিনের ডেট দিয়ে সই করুন।
৯) জয়েনিং এর পরপরই আর একটা একটা রেজোলিউশন করুন । সেখানে এমসি উক্ত টিচারের জয়েনিং accept করবে। এই রেজোলিউশনেই ডি আই এর কাছে অ্যাপয়েন্টমেন্ট অ্যাপ্রুভাল এর জন্য প্রেয়ার পাঠানো ও IOSMS এ উক্ত টিচারের অন্তর্ভুক্তির ব্যাপারে সিদ্ধান্ত গৃহীত হবে। এইভাবে রেজোলিউশন লেখা হতে পারে —-
” WBSSC থেকে প্রাপ্ত রেকমেন্ডেশন লেটার ( মেমো নং ——, তারিখ —– ) এর নির্দেশ অনুযায়ী স্কুল কর্তৃপক্ষ যে অ্যাপয়েন্টমেন্ট লেটার ( মেমো নং ——, তারিখ ——– ) দিয়েছিল সেই অনুযায়ী মাননীয় ————— এই বিদ্যালয়ে আপার প্রাইমারি ক্লাসে পড়ানোর জন্য —— তারিখ থেকে সহশিক্ষক পদে জয়েন করেছেন। তাঁর জয়েনিং আজকের সভায় সর্বসম্মতভাবে অনুমোদন করা হলো। আজকের সভায় আরো সিদ্ধান্ত নেওয়া হলো যে উক্ত সহশিক্ষকের অ্যাপয়েন্টমেন্ট অ্যাপ্রুভাল এর জন্য ডি আই ( মাধ্যমিক শিক্ষা ) ——— এর নিকট আবেদন করা হবে এবং অ্যাপ্রুভাল পাওয়ার পর তাঁর নাম IOSMS পোর্টালে তোলার ব্যবস্থা করা হবে। এই ব্যাপারে প্রয়োজনীয় উদ্যোগ নেওয়ার জন্য বিদ্যালয় প্রধানকে দায়িত্ব দেওয়া হলো ” ।
১০) এরপর তাঁর জয়েনিং এর INTIMATION লিখিতভাবে SSC কে জানিয়ে দিন ছয় সপ্তাহের মধ্যে। সবচেয়ে ভালো হয় যদি অ্যাপ্রুভাল হয়ে যায় তাহলে HM এর ফরওয়ার্ডিং, SSC RECOMMENDATION LETTER, আর ডি আই এর APPROVAL এর কপি দিয়ে এই INTIMATION দেওয়া যায়। এরপর স্যালারি দেওয়ার জন্য প্রয়োজনীয় ব্যবস্থাগুলি গ্রহণ করুন।
১১) ইন সার্ভিস কোনো টিচার জয়েন করলে তিনি CONTINUATION / PAY PROTECTION পাবেন কি না, সেটা ডি আই এর থেকে জেনে নিয়ে তবে তাঁকে পুরনো সার্ভিস ধরে IOSMS এ ইফেক্ট দেবেন। প্রথমে ফ্রেশ হিসাবেই IOSMS এ এন্ট্রি করুন। সেভাবেই বেতন দিন। এরপর ওনার যদি CONTINUATION বা PAY PROTECTION পাওয়ার উপযুক্ত গ্রাউন্ড থাকে তাহলে সেটার অনুমতির জন্য ও PAY FIXATION এর জন্য ডি আই এর কাছে আবেদন করুন। ডি আই সেই আবেদন মঞ্জুর করলে IOSMS পোর্টালে প্রয়োজনীয় চেঞ্জ করে নিয়ে স্যালারি দিন।

In continuation of this Department’s earlier order no. 278/C.S./2M-01/2023 dated. 02.07.2024 and 2871/(8)/PW/O/E-III/1B-01/2024, dated. 24.07.2024, the undersigned would like to inform you that, the online booking system of 07 (Seven) no of Inspection Bunglows and 05 (Five) no of Inspection Bunglows were introduced from 02.07.24 & 24.07.24 respectively. Now, the undersigned is directed to state that, the online booking system of the following 10 (Ten) no of Inspection Bunglows will come into effect with the issuance of this order.

In this regard, the following points may be noted

  1. Booking is to be made only through the authorized website of PWD http://pwd.wb.gov.in. (link: https://pwd.wb.gov.in/bungalow-booking).
  2. The respective EEs in charge of the bungalows to provide the necessary facilities & services presently available, to the visitors who would be availing the accommodation facility through online booking system.
  3. Expenditure on account of minor repair/ refurbishment as may be required from time to time will have to be met from the office contingency.
  4. Presently only the booking facility for accommodation will be made online. The present system of payment at the bungalow point in cash will continue for the interim period till the online system is integrated with the GRIPS portal. As is the current practice, the respective EEs will arrange to deposit the collected cash on account of accommodation charges to the treasury in dedicated challan.
  5. The customer opting for online booking system will get an e-mail as well as a sms confirmation from the system., which he/she will produce at the time of check in along with a valid ID proof. A similar notification will be received by the concerned EE through e-mail.
  6. EEs should ensure that the guests are provided with proper and hygienic food as per their requirement at the bungalow premises. In the absence of a running kitchen within the bungalow, a local arrangement with any SHG or nearby eateries may be made to facilitate the matter.
  7. In all the bungalows mentioned above, a certain number of rooms will be kept reserved for VIPs/ departmental officials/ other Govt officials on duty. The table below shows the number of rooms to be kept beyond the purview of online booking system vis a vis the total number of rooms.

Voting is underway for the second phase of Assembly Elections in Jharkhand and single phase polling in Maharashtra amid tight security.

 

 

According to the Election Commission 47.92 per cent voting took place in Jharkhand till 1 pm. Voting is being held in 38 constituencies in 12 districts oin the state. Polling began at 7 am and will conclude at 5 pm, while in Naxal infested 31 booths, polling will be held upto 4 pm due to security reasons. 528 candidates are in the fray in this phase.  

 

 

In Maharashtra, 32.18 per cent voting took place till 1 PM according to Election Commission’s data. Elections for all 288 seats are being held in a single phase in the state. Voting began at 7 AM and will conclude at 6 PM.

 

       

By-elections are also being held for Parliamentary constituency of Nanded in Maharashtra and 15 Assembly seats spread over four states.

Prime Minister Narendra Modi will hold talks with President of Guyana, Dr. Mohammed Irfaan Ali at Georgetown this evening. Several agreements are expected to be signed following the talks. Mr Modi reached Guyana this morning on a three day visit to the country. In an unprecedented gesture, he was received at the airport by President Dr Mohammed Irfaan Ali, Prime Minister Mark Anthony Phillips and over a dozen Cabinet Ministers. He was also accorded a ceremonial welcome.  A Report. 

 

 

This is the first visit by an Indian Prime Minister to Guyana in 56 years. Mr Modi will participate in the Second CARICOM-India Summit today and hold meetings with leaders of CARICOM member countries to further enhance India’s long-standing friendship with the region. Tomorrow, the Prime Minister will address the Parliament of Guyana. He is scheduled to address a gathering of the Indian diaspora. Mr Modi will also interact with Cricketers of Guyana and the Caribbean region. Defence Minister Rajnath Singh has embarked on a three day visit to Laos to attend the ASEAN Defence Ministers’ Meeting Plus (ADMM-Plus). During the meeting, he will also address the forum on Regional and International Security Issues.

 

 

The ADMM is the highest defence consultative and cooperative mechanism in ASEAN. The ADMM-Plus is a platform for ASEAN member states of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam and its eight Dialogue Partners including India, US, China, Russia, Japan and South Korea.

Union Information and Broadcasting Minister Ashwini Vaishnaw today said that India’s creative economy has emerged as a 30 billion dollar industry, contributing nearly 2.5 percent of GDP and providing livelihoods to eight percent of the workforce. The air quality in the Delhi-NCR region continues to remain in the severe category with an average Air Quality Index (AQI) of 430 at 1 this afternoon According to the Central Pollution Control Board, some parts of the city have breached the 450 AQI levels. Delhi’s Ashok Vihar station was recorded at 466, Anand Vihar at 459, Bawana at 467, Jahangirpuri at 461, Mundka at 464, Rohini at 462 and Wazirpur at 466.

The India Meteorological Department (IMD) has forecast very heavy rainfall very likely over Tamil Nadu, Puducherry and Karaikal today. Further, heavy rainfall is also predicted over Lakshadweep, Kerala and Mahe today. IMD also said that light to moderate rainfall is expected in Andaman and Nicobar Islands during the week.

 

 

The weather department has also predicted dense to very dense fog conditions in East Uttar Pradesh in the night and morning hours. IMD added that smog and moderate to dense fog is likely in the night and morning hours in Delhi and NCR regions during the next two to three days.

MEMORANDUM

SUBJECT: State Government Employees Group Insurance Scheme, 1987 – Table of Benefits under Savings Fund for the year of cessation of Membership 2024-2025.

In continuation of this Department’s Memo No. 100-F(J) dated 06.08.2024, the undersigned is directed to say that a new table of benefits showing accumulation of savings fund under the above mentioned scheme corresponding to a unit subscription of Rs. 10/- (Rupees Ten) only per month has been drawn up for the period from 01.11.2024 to 31.01.2025 in matching with the Central Government Employees Group Insurance Scheme, 1980 circulated under GOI’s OM No. 7(1)/EV/2023 dated 21st February, 2024.

2. A copy of the said table is enclosed herewith as ready-reckoner. The figures have been worked out on the basis of the rate of interests as follows:-

3. The amounts shown in the table are applicable (with the fractions) for one unit and to be rounded off after calculating the final amount payable.

4. The amounts shown in the table are applicable to a member of Group-D category. Corresponding amounts for the member of higher groups may be calculated proportionately.

5. It is assumed that subscriptions have fully been realized from salary up to the month in which a member ceases to be in service, failing the same shall be deducted with interest from his/her entitlement.
