| Memorandum |
| The issue of administrative reforms in the Department of Revenue under the Finance Department has been under active consideration of the government for some time now to increase the efficiency of tax collection and provide better services to taxpayers. |
| 2. It is directed by the order of the undersigned Governor that after careful consideration of the matter, the Governor is pleased to constitute a new consolidated group – by amalgamating the existing four groups into a State Service called “West Bengal Revenue Service” – a State Service, viz., West Bengal Commercial Tax Service, West Bengal Excise Service, West Bengal Agricultural Income Tax Service and West Bengal Registration and Stamp Revenue Service. |
| 3. It is directed by order of the undersigned Governor that— |
| (1) All existing responsibilities of the four consolidated Group – A Services shall be deemed to have been subsumed into the consolidated West Bengal Revenue Service (WBRS). |
| (2) On retirement/resignation of the existing officers of West Bengal Commercial Tax Service, West Bengal Excise Service, West Bengal Agricultural Income Tax Service and West Bengal Registration and Stamp Revenue Service, the posts held by them shall be automatic. Included in the West Bengal Revenue Service. |
| (3) The conditions of service with promotion possibilities of existing officers of West Bengal Commercial Tax Service, West Bengal Excise Service, West Bengal Agricultural Income Tax Service and West Bengal Registration and Stamp Revenue Service shall continue. Ruled as their parent service cadre. |
| (4) Recruitment to the West Bengal Revenue Service shall be made through the Combined West Bengal Civil Service (Exe.) etc. Examination for Group-A posts and services conducted by Public Service Commission, West Bengal. |
| (5) Members of the new service shall be posted in any Directorate under the Finance Department and shall be transferable between Directorates. |
| (6) Cadre management of the West Bengal Revenue Service shall be carried out by the Finance Department. |
| (7) New service recruitment rules along with other aspects related to the West Bengal Revenue Service shall be notified in due course. |
| (8) The present incumbents of West Bengal Commercial Tax Service, West Bengal Excise Service, West Bengal Agricultural Income Tax Service and West Bengal Registration and Stamp Revenue Service shall continue to function in their existing posts and functions until further orders. |
| 4. This order is issued vide UO No. 2887 dated 14.12.2017, No. 110 PSC (S&R)/1R-04/2017 dated 15.12.2017 with the approval of Public Service Commission, West Bengal with the concurrence of Group P2 of this department. , and Cabinet approval communicated through the Cabinet Division. UO No. CAB(D)-711 dated 20.12.2017. |

কর আদায়ের দক্ষতা বৃদ্ধি এবং করদাতাদের উন্নত সেবা প্রদানের জন্য অর্থ বিভাগের অধীনস্থ রাজস্ব অধিদপ্তরে প্রশাসনিক সংস্কারের বিষয়টি বেশ কিছুদিন ধরে সরকারের সক্রিয় বিবেচনাধীন ছিল।
2. নিম্নস্বাক্ষরকারী রাজ্যপালের আদেশ দ্বারা নির্দেশিত হয় যে বিষয়টির যত্ন সহকারে বিবেচনা করার পরে, রাজ্যপাল একটি নতুন সমন্বিত গ্রুপ গঠন করতে পেরে সন্তুষ্ট হন – বিদ্যমান চারটি গ্রুপকে একীভূত করে “ওয়েস্ট বেঙ্গল রেভিনিউ সার্ভিস” নামে একটি রাজ্য পরিষেবা – একটি রাষ্ট্রীয় পরিষেবা, যেমন পশ্চিমবঙ্গ বাণিজ্যিক কর পরিষেবা, পশ্চিমবঙ্গ আবগারি পরিষেবা, পশ্চিমবঙ্গ কৃষি আয়কর পরিষেবা এবং পশ্চিমবঙ্গ নিবন্ধন ও স্ট্যাম্প রাজস্ব পরিষেবা।
3. নিম্নস্বাক্ষরকারী রাজ্যপালের আদেশ দ্বারা নির্দেশিত হয় যে-
(1) চারটি একীভূত গোষ্ঠীর সমস্ত বর্তমান দায়িত্বশীল – A পরিষেবাগুলিকে সমন্বিত পশ্চিমবঙ্গ রাজস্ব পরিষেবা (WBRS) এ অন্তর্ভুক্ত করা হয়েছে বলে গণ্য করা হবে৷
(2) পশ্চিমবঙ্গ বাণিজ্যিক কর পরিষেবা, পশ্চিমবঙ্গ আবগারি পরিষেবা, পশ্চিমবঙ্গ কৃষি আয়কর পরিষেবা এবং ওয়েস্ট বেঙ্গল রেজিস্ট্রেশন এবং স্ট্যাম্প রাজস্ব পরিষেবার বর্তমান কর্মকর্তাদের অবসর গ্রহণ/পদত্যাগ করার পরে, তাদের দ্বারা ধারণ করা পদগুলি স্বয়ংক্রিয়ভাবে হবে। পশ্চিমবঙ্গ রাজস্ব পরিষেবার অন্তর্ভুক্ত।
(3) পশ্চিমবঙ্গ বাণিজ্যিক কর পরিষেবা, পশ্চিমবঙ্গ আবগারি পরিষেবা, পশ্চিমবঙ্গ কৃষি আয়কর পরিষেবা এবং পশ্চিমবঙ্গ নিবন্ধন ও স্ট্যাম্প রাজস্ব পরিষেবার বিদ্যমান কর্মকর্তাদের পদোন্নতিমূলক সম্ভাবনা সহ পরিষেবার শর্তাবলী অব্যাহত থাকবে। তাদের অভিভাবক সেবা ক্যাডার হিসাবে শাসিত.
(4) পশ্চিমবঙ্গ রাজস্ব পরিষেবাতে নিয়োগ সম্মিলিত পশ্চিমবঙ্গ সিভিল সার্ভিস (Exe.) ইত্যাদির মাধ্যমে করা হবে। পাবলিক সার্ভিস কমিশন, পশ্চিমবঙ্গ দ্বারা পরিচালিত গ্রুপ-A পদ এবং পরিষেবাগুলির জন্য পরীক্ষা।
(5) নতুন পরিষেবার সদস্যদের অর্থ বিভাগের অধীন যেকোনো অধিদপ্তরে পদায়ন করা হবে এবং অধিদপ্তরের মধ্যে স্থানান্তরযোগ্য হবে।
(6) পশ্চিমবঙ্গ রাজস্ব পরিষেবার ক্যাডার ব্যবস্থাপনা অর্থ বিভাগ দ্বারা সম্পন্ন করা হবে।
(7) পশ্চিমবঙ্গ রাজস্ব পরিষেবার ক্ষেত্রে সংশ্লিষ্ট অন্যান্য দিকগুলি সহ নতুন পরিষেবার নিয়োগের নিয়মগুলি যথাসময়ে অবহিত করা হবে৷
(8) পশ্চিমবঙ্গ বাণিজ্যিক কর পরিষেবা, পশ্চিমবঙ্গ আবগারি পরিষেবা, পশ্চিমবঙ্গ কৃষি আয়কর পরিষেবা এবং ওয়েস্ট বেঙ্গল রেজিস্ট্রেশন এবং স্ট্যাম্প রাজস্ব পরিষেবার বর্তমান দায়িত্বপ্রাপ্তরা পরবর্তী আদেশ না হওয়া পর্যন্ত তাদের বর্তমান পদ এবং কার্যভারে কাজ করতে থাকবে৷
4. এই আদেশটি 14.12.2017 তারিখের UO নং 2887 অনুযায়ী, নং 110 PSC (S&R)/1R-04/2017 তারিখের 15.12.2017 তারিখে পাবলিক সার্ভিস কমিশন, পশ্চিমবঙ্গের অনুমোদনের মাধ্যমে এই বিভাগের গ্রুপ P2-এর সম্মতিতে জারি করা হয়েছে। , এবং মন্ত্রিপরিষদের অনুমোদন মন্ত্রিপরিষদ বিভাগের মাধ্যমে যোগাযোগ করা হয়েছে। UO নম্বর CAB(D)-711 তারিখ 20.12.2017।
5. এই আদেশ 2 য় জানুয়ারী, 2018 তারিখ থেকে কার্যকর হবে৷
