MEMORUNDUM
Sub: Offering Dearness Relief to Pensioners/Family Pensioners and Dearness Allowance to State Government Employees, Employees of Government-Aided Educational Institutions, Employees of Statutory Bodies, Government Undertakings, Panchayats, including Panchayat Karmee, Municipal Corporations/ Municipalities, Local Bodies, etc.
The government has been debating the issue of improving (i) Dearness Allowance in the revised pay structure implemented in accordance with the recommendation of the 6th Pay Commission for government employees, teaching and non-teaching staff of government-aided educational institutions, employees of Statutory Bodies, Government Undertakings, Panchayats, including Panchayat Karmee, Municipal Corporations/ Municipalities, Local Bodies, etc., and (ii) Dearness Relief on the pension/family pension since revised as per the said Pay Commission recommendation has been under consideration for a while.
2. The Governor is happy to have determined the following after giving it considerable thought:
I. Starting on May 1, 2024, State Government workers would receive Dearness Allowance at a rate of 14% of their base wage. Dearness Allowances will only be calculated using the amended base salary and any applicable NPA; other forms of compensation will not be taken into consideration.
II. Employees of Statutory Bodies, Government Undertakings, Panchayats, including Panchayat Karmee, Municipal Corporations / Municipalities, Local Bodies, and teaching and non-teaching staff of government-aided educational institutions are eligible to receive the Dearness Allowance as approved at (I) above for State Government employees. Without further reference to Group-P2 of this Department, the corresponding Administrative Department may approve the Dearness Allowance benefit at 14% of revised base salary for the personnel under their supervision as of May 1, 2024.
III. (a) Effective May 1, 2024, State Government Pensioners and Family Pensioners will receive Dearness Relief at a rate of 14% of their revised basic pension or revised family pension.
(b) The Pension Disbursing Authority shall be in charge of figuring out how much Dearness Relief is due on revised pensions and revised family pensions for each unique situation.
(c) The Principal Accountant General (A&E), West Bengal, will provide authorization to the Public Sector Banks in Kolkata and the Accountant General of other States for the purpose of paying the Dearness Relief approved hereunder.
(d) This order shall be implemented by the State’s Treasury or Sub-Treasury Officers without the approval of the Accountant General (A&E), West Bengal.
IV. Pensioners and families of State-aided non-governmental educational institutions, Statutory Bodies, Government Undertakings, Panchayats, Municipal Corporations/Municipalities, Local Bodies, etc., who are receiving revised pensions or revised family pensions in accordance with the recommendation of the Sixth Pay Commission, shall also be eligible for the Dearness Relief as approved at (III) (a) above for State Government Pensioners and Family Pensioners. Without further consulting the Department’s Pension Branch, the relevant Administrative Department may approve the Dearness Relief benefit at 14% of the revised Pension or revised Family Pension for the Pensioners or Family Pensioners under its jurisdiction as of May 1, 2024.
V. (a) As per the 5th Pay Commission’s proposal, the Dearness Allowance rate for the workers listed in paragraph (I) above who receive pay under the pre-revised pay structure would be increased from 151% to 161% as of May 1, 2024.
As to ROPA 2009, retirees and family pensioners who are now receiving pre-revised pensions or family pensions will get Dearness Relief at a rate of 161% starting on May 1, 2024, and continuing until their pensions or family pensions are updated.
VI. In every instance, the Dearness Allowance or Dearness Relief authorized hereunder will be rounded to the closest rupee.
VII. For public undertakings and statutory bodies, any additional costs associated with the approval of dearness allowance and relief must be covered by these entities themselves, either from their own funds or from the financial support included in their budget; further funding will not be granted on their behalf.
VIII. For daily-rated employees of the government whose pay are not governed by any statutes such as the Minimum Wages Act, etc., there would be an additional ad hoc increase in the Daily Rate of Wages of Rs. 22/- (Rupees Twenty Two) solely with effect from 01.05.2024.

সরকারি কর্মচারী, সরকারি সাহায্যপ্রাপ্ত শিক্ষা প্রতিষ্ঠানের শিক্ষক ও অশিক্ষক কর্মচারী, সংবিধিবদ্ধ সংস্থার কর্মচারী, সরকারি উদ্যোগের ক্ষেত্রে 6 তম বেতন কমিশনের সুপারিশ অনুসারে বাস্তবায়িত সংশোধিত বেতন কাঠামোতে (i) মহার্ঘ ভাতা বৃদ্ধির প্রশ্ন। , পঞ্চায়েত কর্মী সহ পঞ্চায়েত, মিউনিসিপ্যাল কর্পোরেশন/পৌরসভা, স্থানীয় সংস্থা ইত্যাদি এবং (ii) পেনশন/পরিবার পেনশনের উপর মহার্ঘ ত্রাণ যেহেতু উল্লিখিত বেতন কমিশনের সুপারিশ অনুসারে সংশোধিত হয়েছে তা গত কিছু সময় ধরে সরকারের বিবেচনাধীন রয়েছে।
2. সতর্কতার সাথে বিবেচনা করার পর, গভর্নর নিম্নলিখিত সিদ্ধান্ত নিতে পেরে খুশি হয়েছেন:
I. পুরো সময় রাজ্য সরকারী কর্মচারীরা 01.05.2024 থেকে কার্যকর বেসিক বেতনের 14% @ মহার্ঘ ভাতা পাবেন৷ মহার্ঘ ভাতা গণনা করা হবে সংশোধিত মূল বেতন এবং এনপিএ, যদি থাকে তাহলে, তবে এতে অন্য কোনো ধরনের বেতন অন্তর্ভুক্ত থাকবে না।
২. রাজ্য সরকারী কর্মচারীদের ক্ষেত্রে উপরে (I) তে মঞ্জুরিকৃত মহার্ঘ ভাতা সরকারি সাহায্যপ্রাপ্ত শিক্ষা প্রতিষ্ঠানের শিক্ষক ও অশিক্ষক কর্মচারী, সংবিধিবদ্ধ সংস্থার কর্মচারী, সরকারী উদ্যোগ, পঞ্চায়েত কর্মী, মিউনিসিপ্যাল কর্পোরেশন/পৌরসভা সহ পঞ্চায়েতগুলির জন্য গ্রহণযোগ্য হবে। , স্থানীয় সংস্থা ইত্যাদি। সংশ্লিষ্ট প্রশাসনিক বিভাগ এই বিভাগের গ্রুপ-P2 এর আর কোনো উল্লেখ না করে তাদের নিয়ন্ত্রণাধীন কর্মচারীদের 01.05.2024 থেকে সংশোধিত মূল বেতনের 14% @ মূল্যবান ভাতার সুবিধা মঞ্জুর করতে পারে।
III. (ক) রাজ্য সরকারের পেনশনভোগী/পারিবারিক পেনশনভোগীরা 01.05.2024 থেকে সংশোধিত মৌলিক পেনশন/সংশোধিত পারিবারিক পেনশনের 14% @ মূল্যবৃদ্ধি ত্রাণ পাবেন৷
(b) প্রতিটি পৃথক ক্ষেত্রে প্রদেয় সংশোধিত পেনশন/সংশোধিত পারিবারিক পেনশনে মূল্যবৃদ্ধির পরিমাণ গণনা করার দায়িত্ব পেনশন বিতরণকারী কর্তৃপক্ষের হবে।
(c) এখানে মঞ্জুর করা মহার্ঘ্যতা ত্রাণ প্রদানের উদ্দেশ্যে, প্রিন্সিপাল অ্যাকাউন্ট্যান্ট জেনারেল (A&E), পশ্চিমবঙ্গ, কলকাতার পাবলিক সেক্টর ব্যাঙ্কগুলি এবং অন্যান্য রাজ্যের অ্যাকাউন্ট্যান্ট জেনারেলকে কর্তৃত্ব জারি করবেন৷
(d) এই রাজ্যের ট্রেজারি বা সাব-ট্রেজারি অফিসাররা পশ্চিমবঙ্গের হিসাবরক্ষক জেনারেল (A&E) এর কর্তৃত্ব ছাড়াই এই আদেশ কার্যকর করবেন।
IV রাজ্য সরকারের পেনশনভোগী/পরিবার পেনশনভোগীদের জন্য উপরে (III) (a) তে মঞ্জুরিকৃত মহার্ঘ ত্রাণও রাষ্ট্রীয় সাহায্যপ্রাপ্ত বেসরকারি শিক্ষা প্রতিষ্ঠান, সংবিধিবদ্ধ সংস্থা/সরকারি উদ্যোগ/পঞ্চায়েত, পৌর কর্পোরেশনের পেনশনভোগী/পরিবার পেনশনভোগীদের জন্য গ্রহণযোগ্য হবে। / পৌরসভা, স্থানীয় সংস্থা ইত্যাদি, যারা 6 তম বেতন কমিশনের সুপারিশ অনুসারে সংশোধিত পেনশন / সংশোধিত পারিবারিক পেনশনের প্রাপ্তি। সংশ্লিষ্ট প্রশাসনিক বিভাগ 01.05.2024 থেকে সংশোধিত পেনশন/সংশোধিত পারিবারিক পেনশনের 14% @ মূল্যবৃদ্ধির সুবিধা মঞ্জুর করতে পারে এই বিভাগের পেনশন শাখার আর কোন উল্লেখ না করে তাদের নিয়ন্ত্রণে থাকা পেনশনভোগী/পরিবার পেনশনভোগীদের।
V. (ক) উপরে অনুচ্ছেদ (I) তে উল্লিখিত কর্মচারীদের জন্য মহার্ঘ ভাতার হার যারা 5ম বেতন কমিশনের সুপারিশ অনুসারে প্রাক-সংশোধিত বেতন কাঠামোতে বেতন আঁকছেন তা 151% থেকে 161% এ উন্নীত করা হবে। 01.05.2024 থেকে কার্যকর।
(b) পেনশনভোগী/পরিবার পেনশনভোগীরা এখনও প্রাক-সংশোধিত পেনশন/পারিবারিক পেনশন (ROPA 2009 অনুযায়ী) 161% হারে 1.05.2024 থেকে তাদের পেনশন/পারিবারিক পেনশন সংশোধিত না হওয়া পর্যন্ত মূল্যবৃদ্ধি ত্রাণ পাবেন।
VI. এখানে মঞ্জুর করা মহার্ঘ ভাতা/মহার্ঘ্যতা ত্রাণ প্রতিটি ক্ষেত্রে নিকটতম রুপিতে বৃত্তাকার করা হবে।
VII. সরকারী উদ্যোগ/সংবিধিবদ্ধ সংস্থার ক্ষেত্রে, মহার্ঘ ভাতা এবং মহার্ঘ্যতা ত্রাণের অনুমোদনের জন্য অতিরিক্ত ব্যয় এই জাতীয় সংস্থাগুলিকে তাদের নিজস্ব সংস্থান থেকে বা বাজেটে তাদের দেওয়া আর্থিক সহায়তা থেকে বহন করতে হবে এবং কোনও অতিরিক্ত আর্থিক নয়। সেই হিসাবে তাদের সহায়তা দেওয়া হবে।
অষ্টম। মজুরির দৈনিক হারে আরও অ্যাড-হক বৃদ্ধি হবে Rs. 22/- (22 টাকা) শুধুমাত্র 01.05.2024 থেকে সরকারের অধীনে দৈনিক রেটেড শ্রমিকদের জন্য যাদের মজুরি ন্যূনতম মজুরি আইন, ইত্যাদির মতো কোনো সংবিধিবদ্ধ বিধান দ্বারা নিয়ন্ত্রিত হয় না।
