Sub: Withdrawal of Roof on AA Breaking point and Roof on Easing Cutoff in AAFS Module of IFMS for RIDF/WIF Works
Administration of West Bengal has been executing projects for some need areas under NABARD helped Country Framework Improvement Asset (RIDF)/Warehousing Foundation Asset (WIF) for quite a while past. According to the predominant standards, every one of the tasks under RIDF/WIF are required to have been placed in AAFS module of IFMS alongside assessed Venture Cost and Staging of something very similar over the proposed year(s) of execution.
Concerning FD Reminder No. 2652-F(Y) dated 14.09.2020, Money Division had prior permitted the Managerial Divisions to accord AAFS of the RIDF/WIF projects which were at that point given on a fundamental level endorsement by Money Office and assent by NABARD, gave the general consumption is inside the monetary portion of the Division.
It has anyway been seen that different divisions are moving toward Money Office for upgrade of AA limit and additionally staging limit past monetary arrangements to carry out significant tasks which are to be agreed in AAFS in the ongoing year. Presently, for fast and smooth execution of the tasks taken up under RIDF/WIF, the Lead representative is satisfied to pull out the Roof of Managerial Endorsement and Staging for all RIDF/WIF Heads of Record in AAFS module unbounded limitations.
This is given in light of a legitimate concern for public help with prompt impact.

পশ্চিমবঙ্গ সরকার NABARD সহায়তাকৃত গ্রামীণ অবকাঠামো উন্নয়ন তহবিল (RIDF)/ গুদামজাতকরণ পরিকাঠামো তহবিল (WIF) এর অধীনে কিছু অগ্রাধিকার খাতের জন্য কিছু সময় ধরে প্রকল্প বাস্তবায়ন করছে। প্রচলিত নিয়মানুযায়ী, RIDF/WIF-এর অধীনে সমস্ত প্রকল্পগুলিকে IFMS-এর AAFS মডিউলে প্রবেশ করাতে হবে এবং প্রস্তাবিত বাস্তবায়নের বছর(গুলি) ধরে একই প্রকল্পের আনুমানিক ব্যয় এবং পর্যায়ক্রম অন্তর্ভুক্ত করতে হবে।
14.09.2020 তারিখের FD মেমো নং 2652-F(Y) এর পরিপ্রেক্ষিতে , অর্থ বিভাগ এর আগে প্রশাসনিক বিভাগগুলিকে RIDF/WIF প্রকল্পগুলির AAFS প্রদানের অনুমতি দিয়েছিল যা ইতিমধ্যেই অর্থ বিভাগ দ্বারা নীতিগত অনুমোদন এবং NABARD দ্বারা অনুমোদন দেওয়া হয়েছিল, যদি সামগ্রিক ব্যয় অধিদপ্তরের বাজেট বরাদ্দের মধ্যে থাকে।
তবে এটা লক্ষ্য করা গেছে যে বিভিন্ন বিভাগ AA সীমা বাড়ানোর জন্য অর্থ বিভাগের সাথে যোগাযোগ করছে এবং/অথবা বাজেটের বিধানের বাইরে সীমা পর্যায়ক্রমে গুরুত্বপূর্ণ প্রকল্পগুলি বাস্তবায়নের জন্য যা চলতি বছরে AAFS-এ প্রদান করা হবে। এই প্রক্রিয়ায় একটি উল্লেখযোগ্য সময় নষ্ট হচ্ছে এবং শেষ পর্যন্ত এই ধরনের প্রকল্প বাস্তবায়নে বিলম্ব ঘটায়।
এখন, RIDF/WIF-এর অধীনে গৃহীত প্রকল্পগুলির দ্রুত এবং মসৃণ বাস্তবায়নের জন্য, গভর্নর সীমা সীমাবদ্ধতা ছাড়াই AAFS মডিউলে সমস্ত RIDF/WIF অ্যাকাউন্ট প্রধানদের জন্য প্রশাসনিক অনুমোদনের সর্বোচ্চ সীমা প্রত্যাহার করতে পেরে আনন্দিত।
