The Government of West Bengal has extended the eligibility of unmarried, widowed, or divorced daughters of employees/pensioners of all State Aided Universities for family pension beyond 25 years of age. This follows the Higher Education Department’s decision to extend the benefit of family pension to unmarried daughters of employees/pensioners of the remaining State Aided Universities covered under approved DCRB Schemes. The order will be effective from the date of issue of this memorandum. The benefits of family pension will be subject to income criterion as applicable in cases of State Government employees/pensioners.

পশ্চিমবঙ্গ সরকার সমস্ত রাজ্য সাহায্যপ্রাপ্ত বিশ্ববিদ্যালয়ের কর্মচারী/পেনশনভোগীদের অবিবাহিত, বিধবা বা তালাকপ্রাপ্ত কন্যাদের 25 বছরের বেশি বয়সের পারিবারিক পেনশনের জন্য যোগ্যতা বাড়িয়েছে। এটি অনুমোদিত DCRB স্কিমগুলির আওতায় থাকা বাকি রাজ্য সাহায্যপ্রাপ্ত বিশ্ববিদ্যালয়গুলির কর্মচারী/পেনশনভোগীদের অবিবাহিত কন্যাদের পারিবারিক পেনশনের সুবিধা প্রসারিত করার জন্য উচ্চ শিক্ষা বিভাগের সিদ্ধান্ত অনুসরণ করে৷ এই স্মারকলিপি জারির তারিখ থেকে আদেশ কার্যকর হবে। পারিবারিক পেনশনের সুবিধাগুলি রাজ্য সরকারের কর্মচারী/পেনশনভোগীদের ক্ষেত্রে প্রযোজ্য আয়ের মাপকাঠির অধীন হবে।

NOTE:
Subject: Daughters of all state-aided university employees/pensioners who are single, widowed, or divorced may be qualified for a family pension upon reaching the age of 25.
The Finance Department, on the other hand, authorized the Higher Education Department’s No. 75-Edn(U) dated 02-02-2009, which permitted the unmarried daughters of State Aided University employees or pensioners covered by approved DCRB Schemes to continue receiving their family pension benefits beyond the age of 25. U.O. No. 595-F(Pen), dated December 15, 2008, was used to issue this approval.

On the other hand, the Finance Department has been receiving a lot of referrals lately regarding the payment of family pensions to unmarried, widowed, or divorced daughters of workers or retirees of all State-Aided Universities who are older than 25.
Thus, after taking into account the above mentioned references, the Government has determined that the family pension benefit would be extended to the:-
i. Unmarried daughters of State Government employees and pensioners at the remaining State-aided universities covered by approved DCRB schemes framed by the relevant Department of West Bengal government, even after they turn 25 and until they get married or pass away, provided they meet the income requirements as applicable in the case of State Government employees and pensioners vide no . 138-F(Pen) dated 03.03.2008 r/w 270-F(Pen) Dated 08.09.2021.
ii. Widowed or divorced daughters of employees or retirees of all State Aided Universities covered by the approved DCRB Schemes, framed under the administrative control of the relevant Department of the West Bengal government, even after they turn 25 and until their death, subject to the satisfaction of the income requirements as applicable in the case of State Government employees or retirees, as per No. 270-F(Pen) dated 08.09.2021.
The date this memorandum is issued will mark the start of this order’s implementation.

যেখানে, উচ্চ শিক্ষা বিভাগ, তার নং 75-Edn(U) তারিখ 02-02-2009 এর মাধ্যমে, কর্মচারী/পেনশনভোগীদের বয়স 25 বছর পূর্ণ হওয়ার পরেও অবিবাহিত কন্যাদের পারিবারিক পেনশনের সুবিধা বাড়িয়েছে। 15-12-2008 তারিখের UO নং 595-F(পেন) দ্বারা অর্থ বিভাগের সম্মতিতে অনুমোদিত ডিসিআরবি স্কিমগুলির অধীনে তৎকালীন রাজ্য সাহায্যপ্রাপ্ত বিশ্ববিদ্যালয়গুলি অন্তর্ভুক্ত।
এবং,
যেখানে, সমস্ত রাজ্য সাহায্যপ্রাপ্ত বিশ্ববিদ্যালয়ের কর্মচারী/পেনশনভোগীদের 25 বছরের বেশি বয়সী অবিবাহিত/বিধবা/তালাকপ্রাপ্ত কন্যার অনুকূলে পারিবারিক পেনশন মঞ্জুরি সংক্রান্ত বেশ কয়েকটি রেফারেন্স অতীতে অর্থ বিভাগে প্রাপ্ত হয়েছে।
অতএব, উপরে উল্লিখিত রেফারেন্সগুলি বিবেচনা করে, সরকার কর্তৃক সিদ্ধান্ত নেওয়া হয়েছে যে পারিবারিক পেনশনের সুবিধা সম্প্রসারিত হবে-
- i অবিবাহিত কন্যা, অবশিষ্ট রাজ্য সাহায্যপ্রাপ্ত বিশ্ববিদ্যালয়ের কর্মচারী/পেনশনভোগীদের, অনুমোদিত DCRB প্রকল্পের আওতায়, সরকারের সংশ্লিষ্ট বিভাগ দ্বারা প্রণীত। পশ্চিমবঙ্গের, এমনকি 25 বছর বয়সের পরেও তাদের বিবাহ বা মৃত্যু পর্যন্ত রাজ্য সরকারের কর্মচারী/পেনশনভোগীদের ক্ষেত্রে প্রযোজ্য আয়ের মানদণ্ড পূরণ সাপেক্ষে। 138-F(পেন) তারিখ 03.03.2008 r/w 270-F(পেন) তারিখ 08.09.2021৷
- ii. সরকারের সংশ্লিষ্ট বিভাগের প্রশাসনিক নিয়ন্ত্রণে গঠিত অনুমোদিত ডিসিআরবি স্কিমগুলির আওতায় সমস্ত রাজ্য সাহায্যপ্রাপ্ত বিশ্ববিদ্যালয়ের কর্মচারী/পেনশনভোগীদের বিধবা/তালাকপ্রাপ্ত কন্যা। পশ্চিমবঙ্গের, এমনকি তাদের পুনর্বিবাহ বা মৃত্যু পর্যন্ত 25 বছর বয়সের পরেও, যেহেতু মামলাটি রাজ্য সরকারের কর্মচারী/পেনশনভোগীদের ক্ষেত্রে প্রযোজ্য আয়ের মানদণ্ড পূরণের সাপেক্ষে হতে পারে নং 270-F(পেন) ) তারিখ 08.09.2021
এই স্মারকলিপি জারির তারিখ থেকে এই আদেশ কার্যকর হবে।
