NOTIFICATION

 

Sub: Extension of Coverage of “Swasthya Sathi” Scheme

 

The State Government has introduced “Swasthya Sathi”, a Comprehensive Group Health Insurance scheme for different categories of volunteers / workers vide Finance Department No. 1104-F(P) Dated 25th February 2016. The Scheme already covers ASHA Workers, ICDS Workers, ICDS Helpers, Home Guards / NVF, Civic Police Volunteers, Civil Defence Volunteers, Village Police Volunteers at Gram Panchayats, Self Help Group members of WBSRLM, Self Help Group Members of Urban Development & Municipal Affairs Department, Disaster Management workers, contractual / casual / daily rated workers in various Departments, three-tier Panchayat Members and other contractual employees of Panchayat & Rural Development Department, and part-time lecturers and contractual staff of Colleges and Universities.

2. It has been under active consideration of the Government to expand the coverage of Swasthya Sathi to include other employees / workers / volunteers / teachers engaged in government work. Accordingly, after careful consideration, the Governor is pleased hereby to decide that the following groups of employees / workers / volunteers / teachers etc. as mentioned against the corresponding Administrative Department as in the table below be covered under “Swasthya Sathi” with immediate effect in addition to those already covered under the Scheme:-

3. Employees / workers / teachers who are in receipt of monthly medical allowance can opt for the Scheme by forgoing the monthly medical allowance.

4. It has also been decided that apart from contractual/casual/daily rated workers covered under No. 4570-F(P) dated 31.08.2016, all contractual/casual/daily rated employees engaged by any Department with specific approval of the Finance Department and drawing remuneration from the treasuries or from grant-in-aid shall also be eligible to be enrolled under Swasthya Sathi scheme.

Differences between “Swasthya Sathi” and “WB Health Scheme”

 

WB Health Scheme  SWASTHYA SATHI
1) There is no upper limit of cost in WB Health Scheme (1lakh cashless and above that will be paid as Reimbursement of which 80% can be taken as Advance). 1) SWASTHYA SATHI has a upper limit of 1.5 lakh and 5 lakh (for critical illness).
2) WB Health Scheme is actually meant for Government Employees. 2) SWASTHYA SATHI meant for unorganised sector.
3) All OPD expenses are paid in WB Health Scheme. 3) All OPD expenses are NOT paid in SWASTHYA SATHI.
4) Almost all Private, PPP & Government Hospitals are listed under WB Health Scheme 4) Where only few Private Hospitals are listed under SWASTHASATHI, e.g. only three Private in Kolkata they are Park, Medica & RN Tagore,
5) The Family premium to the Insurance company (National Insurance and United Insurance) ranges between Rs. 1729/- to Rs. 3549/- depending on district (Minimum for Dakshin Dinajpur and Maximum for Kolkata) but Medical Allowance is Rs-3600/- per year.

The Commission


The West Bengal College Service Commission (WBCSC) came into existence on November 02, 1979 in terms of Act LXII of 1978. The two main functions of the Commission are:

  1. To prepare merit panels of candidates eligible for recruitment to the posts of Lecturer in different subjects/disciplines of Arts, Sciences, Social Sciences, Commerce, Education, Physical Education, Foreign Languages, Law, Journalism and Mass Communication, Fine Arts and Music in the Degree Colleges affiliated to Calcutta University, Burdwan University, North Bengal University, Kalyani University and Vidyasagar University.
  2. To recommend candidates for appointment to fill in the vacant posts of Lecturer in different subjects as requisitioned by the affiliated colleges against sanctioned posts. The Commission also recommends suitable persons for appointment to the posts of principal for affiliated Degree colleges against vacancies reported from time to time; the recruitment qualifications, age etc. are decided by the Higher Education Department, Government of West Bengal.

The Government of West Bengal in 1992-93 by an amendment of West Bengal College Service Commission Act, 1978 (Bill No. 41 of 1992) has nominated the West Bengal College Service Commission as the “State Agency” for holding the State Level Eligibility Test (SET) for Lectureship in Universities and Colleges of the state; the standard of which would be the same as that adopted at National Level (NET) held by the University Grants Commission (UGC)/CSIR. Qualifying SET/NET has been made a mandatory pre-requisite to be eligible for appointment to the basic grade posts of Lecturer in the broad disciplines of Arts, Science and Social Sciences in any University or Institution, deemed to be a University or College (Government & Non-Government, including religious or linguistic minority ones).

Issuance of Appointment Letters


    • This is to notify that the West Bengal Board of Secondary Education will issue appointment letters, subject to verification of testimonials, to all the candidates recommended by The West Bengal Central School Service Commission.
      • All candidates are requested to bring the testimonials in Original plus one self attested photocopy of each of the following documents for verification.

        1. Admit Card of WBSSC.
        2. Recommendation Letter of WBSSC (two copies).
        3. Mark sheet and Admit Card of Madhyamik /Equivalent examination (for CLERK).
        4. Marksheet / relevant certificate testifying Minimum Qualification, as applicable. (Gr.D)
        5. Birth Registration Certificate OR Any Govt. Approved Age Proof document viz. EPIC / AADHAR / PAN (for Gr. D only)
        6. Caste Certificate and Disabled Certificate, if applicable.
        7. One Photo bearing document viz. EPIC / AADHAR / PAN / Driving License.
        8. Two coloured passport size photographs.

    All candidates are requested to follow the schedule as given below and report physically for verification of testimonials at Derozio Bhawan, 1st Floor, Karunamoyee, Salt Lake Sector II, Kolkata 700091.
